The Criminal Police Department (Hai Duong Provincial Police) has just discovered a number of subjects residing in the province who are spreading a large number of spam messages via telecommunications networks for the purpose of fraud and property appropriation.
The content of these messages are all related to gambling and prostitution with offensive language, violating public morals. They use subscribers of network operators nationwide and modern technical equipment to avoid being monitored by authorities.
The Criminal Police Department (Hai Duong Provincial Police) coordinated with the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) to identify the two subjects who committed the above acts: Vu Van Dai, born in 1984, residing in Lo Cuong B area, Tu Minh ward (Hai Duong city) and Truong Van Bang, born in 1990, residing in Ha Trang village, Thang Long commune (Kinh Mon). Bang was the person who hired Dai to send and distribute messages for profit.
When discovered and arrested, the subjects were using SIMBox/GSM devices, inserting a series of pre-activated SIM cards to spread messages in large numbers. When checking the subjects' residences, the authorities seized a large number of pre-activated SIM cards from network operators.
Based on the collected documents and evidence, on September 14, 2023, the Investigation Police Agency (Hai Duong Provincial Police) initiated a criminal case of illegally providing telecommunications network information according to the provisions of Clause 2, Article 288 of the Penal Code; issued a decision to prosecute the accused, execute a temporary detention order against Vu Van Dai and Truong Van Bang to continue investigating and clarifying the content of the case.
