The Department of Cyber Security and High-Tech Crime Prevention (Provincial Police) has just coordinated with the Department of Professional Affairs of the Ministry of Public Security to successfully dismantle a large-scale spam advertising message distribution ring led by Le Van Hau (37 years old, in Ngoc Chau ward, Hai Duong city).
According to the Department of Cyber Security and High-Tech Crime Prevention, recently, many subjects have used spam messages to advertise mobile devices with various contents, introducing products, businesses, and services. Many of these contents are not in accordance with traditional customs and traditions, and violate legal regulations such as advice on playing lottery, gambling, making certificates, etc., causing public outrage.
Since the beginning of 2021, the provincial police's cyber security and high-tech crime prevention force has been determined to crack down on this violation. Thereby, a large-scale spam message distribution ring led by Hau and two hired subjects, Nguyen Van Duc (31 years old) and Nguyen Van Dat (20 years old, both residing in Ngoc Chau ward, Hai Duong city) has been clarified.
The police clarified and the subjects confessed that from 2018 to now, they have spread millions of spam advertising messages. The police have drawn up a record and temporarily seized evidence including a system of devices to spread messages on the internet and 180 mobile phones, 4,400 SIM cards, 250 SIM trays and a number of computers.
To spread spam messages, Hau used many methods to collect mobile phone numbers, then used software to spread available spam messages rented by organizations and individuals. Depending on the agreement with the renter, Hau's line will spread different quantities and frequencies of spam messages.
The police continue to verify and clarify to handle related subjects according to regulations.
