State Treasury Region V manages Bac Ninh, Hai Duong and Thai Binh, with headquarters in Hai Duong officially operating under the new decision from mid-March.
On the afternoon of March 12, at the headquarters of the State Treasury of Hai Duong, the State Treasury of Region V introduced its organizational structure to ensure that it will officially operate from March 15, 2025. Due to the overlap of Saturday and Sunday, the unit will officially receive new transaction records from March 17, 2025.
Specifically, the leadership includes Director Nguyen Huy Hoang, former Director of Hai Duong State Treasury and 8 deputy directors, all of whom are directors and deputy directors of Bac Ninh, Thai Binh and Hai Duong State Treasury.
State Treasury Region V has 10 consulting and support units at the headquarters, including 5 functional departments: 1,2,3,4,5; departments: State Accounting; Inspection - Examination; Finance - Administration; Organization - Administration; Transaction Support and Information Technology.
At the grassroots level, the State Treasury of Region V has 12 transaction offices. Including 5 transaction offices in Bac Ninh province, 4 transaction offices in Thai Binh province. Particularly, in Hai Duong province, there are 3 transaction offices at the headquarters of Kim Thanh State Treasury, Thanh Mien State Treasury and Ninh Giang State Treasury.
Previously, from March 1, 2025, Hai Duong State Treasury had 6 management staff voluntarily retire before the age.
The State Treasury is organized according to the system from the central to local levels according to Decision No. 385/QD-BTC of the Ministry of Finance. In particular, the local State Treasury is organized according to 20 regions nationwide. Each regional State Treasury is organized with no more than 10 staff and support offices. There are about 350 transaction offices nationwide. The regional State Treasury and transaction offices all have legal status, their own seals and accounts according to the provisions of law.
