Continuing the working program of the 2nd phase, the 7th session, the 15th National Assembly, today, June 26, the National Assembly will vote to pass many important Resolutions and draft laws. These contents will be broadcast live on Vietnam National Assembly Television.
According to the program, in the morning, the National Assembly will vote to pass the National Assembly's Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; vote to pass the National Assembly's Resolution on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
Next, the National Assembly discussed in the hall the draft Law on Cultural Heritage (amended), the Minister of Culture, Sports and Tourism explained and clarified a number of issues raised by National Assembly deputies.
On the same afternoon, the National Assembly continued to vote to pass the Law on Social Insurance (amended); discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Pharmacy. At the end of today's working session, the Minister of Health explained and clarified a number of issues raised by National Assembly deputies.
After more than 7 years of implementation, the Law on Social Insurance 2014 has shown the correctness of the social insurance policy and regime based on the contribution-benefit principle, meeting the aspirations of the majority of workers, social security and international integration.
However, the implementation of the 2014 Social Insurance Law also revealed shortcomings, limitations and inadequacies such as: the coverage of participants and beneficiaries of social insurance in reality is still low compared to the potential; compliance with the law on social insurance is still low, the situation of late payment and evasion of social insurance payment still occurs in many localities and enterprises; voluntary social insurance policies are not really attractive to people to participate; some regulations are no longer suitable to the current context and practical conditions; the rate of people receiving pensions, social insurance benefits and monthly social allowances only accounts for about 35% of the total number of people after retirement age; especially the rate of people receiving one-time social insurance benefits has increased rapidly in recent years...
Therefore, the Law on Social Insurance (amended) is one of the Law projects that has received the attention of many voters nationwide. Previously, the Law project was first commented on by the National Assembly at the 6th session (October 2023).
This draft revised Law closely follows the five policies approved by the National Assembly: Building a multi-layered, flexible social insurance system; expanding the coverage of social insurance participants; expanding the coverage of social insurance beneficiaries (pensions, monthly social insurance and social retirement benefits); supplementing the content of regulations on the management of social insurance collection and payment; diversifying the portfolio and investment structure of the Social Insurance Fund according to the principles of safety, sustainability and efficiency.
Based on the above policies, the draft Law specifies 11 major contents: (1) Supplementing social pension benefits to form a multi-layered social insurance system; (2) Expanding the subjects participating in compulsory social insurance; (3) Supplementing the right to enjoy sickness and maternity benefits for non-professional workers in communes, wards and towns; (4) Supplementing maternity benefits to the voluntary social insurance policy; (5) Reducing the condition on the minimum number of years of social insurance contributions to receive a monthly pension from 20 years to 15 years to increase the number of pensioners; (6) Amending the regulations on receiving one-time social insurance; (7) Supplementing regulations on management of social insurance collection and payment to handle the situation of social insurance evasion; (8) Amending the basis for compulsory social insurance payment; (9) Amending regulations related to public sector salaries in line with the orientation of Resolution No. 27-NQ/TW; (10) Amendments and supplements to diversify the portfolio and investment structure of the Social Insurance Fund according to the principles of safety, sustainability and efficiency; (11) Regarding social insurance management costs.
