The National Assembly will meet from May 5 to discuss amending the Constitution and merging provinces.

The National Assembly Standing Committee has just decided to convene the 9th Session from May 5 to consider amending the Constitution and laws to serve the apparatus arrangement and provincial merger.

The National Assembly will meet at the National Assembly House in two sessions, the first session from May 5 to May 28. The second session from June 11 to the morning of June 28.

Along with amending the Constitution, the National Assembly also gave opinions on 13 draft laws serving the reorganization of the political system. These include the Law on Organization of Local Government (amended); the Law on Amendments and Supplements to a Number of Articles of the Law on Promulgation of Legal Documents; the Law on Cadres and Civil Servants (amended); the Law on Inspection (amended); the Law on Amendments and Supplements to a Number of Articles of the Law on Planning; the Law on Election of Deputies to the National Assembly and Deputies to People's Councils (amended); the Law on Amendments and Supplements to a Number of Articles of the Law on Organization of People's Courts.

The Law amending and supplementing a number of articles of the Law on Organization of the People's Procuracy; the Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions and the Law on Youth; the Law amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedure, the Law on Mediation and Dialogue at Court, the Law on Juvenile Justice and the Law on Bankruptcy and the Law on Organization of Criminal Investigation Agencies (amended); the Law amending and supplementing a number of articles of the Criminal Procedure Code were also consulted.

At the session, the National Assembly will consider and approve 11 other important drafts, including the State Budget Law (amended); the Atomic Energy Law (amended); the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; and the Enterprise Law (amended).

The National Assembly Resolutions considered for approval include the Resolution on the Financial Center in Vietnam; extension of the period of exemption from agricultural land use tax; piloting the People's Procuracy to initiate civil lawsuits to protect the civil rights of vulnerable groups or protect public interests; on amending and supplementing a number of articles of the National Assembly Session Regulations; piloting a number of specific mechanisms and policies for the development of Hai Phong city; on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; on reducing value-added tax for the last 6 months of 2025 and the whole year of 2026.

Additional contents submitted to the National Assembly for consideration and decision include the merger of provincial-level administrative units; Establishment of the National Election Council and election of the Chairman of the National Election Council; approval of the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council; adjustment of the National Land Use Plan for the 2021-2030 period, with a vision to 2050; investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project; policy of supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget; arrangement of sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC) and some contents on finance and state budget.

According to regulations, the National Assembly holds two regular sessions each year: the mid-year session opens on May 20 and the year-end session opens on October 20. If the opening day falls on a holiday, the session will begin on the next working day. In case of force majeure, the National Assembly Standing Committee will decide on the opening day.

National Assembly Chairman Tran Thanh Man emphasized that the legislative workload at the 9th session is very large, requiring high demands and great responsibility from the National Assembly and Government agencies. In particular, the most important task is to amend the Constitution, amend the law on the arrangement of the apparatus and administrative units; abolish the district level and merge provinces.

"Therefore, opening the session early and extending the time, including the break time for agencies to absorb and make adjustments, is necessary to ensure the quality of these important contents," he said.
