Hai Duong Provincial People's Committee has developed a plan to support housing for poor households and meritorious people with the criteria of supporting each household that has to live in temporary or dilapidated houses.
Through the review of localities (as of December 20, 2024), Hai Duong has a total of 1,568 households of people with revolutionary contributions, martyrs' relatives living in temporary houses, severely damaged houses, and poor and near-poor households living in temporary houses and dilapidated houses that need support.
Of these, 1,058 households are people with revolutionary contributions, relatives of martyrs, and 510 poor and near-poor households. The total number of households in need of building new houses is 776; the number of households in need of repairs is 792.
The total estimated support cost for the above 1,568 households is 117.2 billion VND, with construction support of 100 million VND/house and repair support of 50 million VND/house.
The central budget support is 36.6 billion VND, the remaining 80.6 billion VND is from the local budget.
Hai Duong Provincial People's Committee aims to complete housing support for people with revolutionary contributions and martyrs' relatives before October 1, 2025; for poor and near-poor households before July 1, 2025.
According to the plan to support housing for people with revolutionary contributions, martyrs' relatives and eliminate temporary and dilapidated houses for poor and near-poor households in the province, the Provincial People's Committee assigned specific tasks to relevant departments, branches, organizations and localities to implement according to the principle of supporting construction and repair of houses to ensure timeliness, speed and urgency.
To be eligible for support, in addition to the fact that the subject is living in a temporary house or a severely damaged house or a dilapidated house according to the construction industry's guidelines, the house must also be built or repaired on legal residential land.
The Provincial People's Committee requires ensuring the correct subjects, conditions and implementing payment and settlement of funding sources in accordance with regulations. Support to each household, ensuring democracy, objectivity, fairness, publicity and transparency.
The Department of Construction designs models for newly built houses with 100% funding support from the central and local budgets, ensuring consistency and suitability.
The Provincial People's Committee will select 36 temporary houses or severely damaged houses of households with revolutionary contributions and martyrs' relatives in localities to direct the police and military forces to participate in supporting the construction, expected to start in early February 2025.
