13/15 socio-economic targets achieved and exceeded the plan
Speaking at the opening of the session, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation emphasized that in 2023, Hai Duong will carry out its socio-economic development plan in a difficult context, but with the efforts of all levels, sectors, business community and people in the province, the socio-economic situation in 2023 achieved positive results, with 13/15 socio-economic targets achieved and exceeded the plan. Many difficulties and problems that have existed for a long time in the fields of acceptance and settlement of residential areas, new urban areas, site clearance of some projects, implementation of public investment, and calculation of land use fees for projects have been resolutely directed and gradually resolved.
Highlighting key results and drawing lessons learned
Chairman of the Provincial People's Council Le Van Hieu affirmed that in the past half term, the province's socio-economic development activities have received attention from leaders and implementation directions. The province's gross regional domestic product (GRDP) in the 2021-2023 period is estimated to increase by an average of 8.58% per year, and the total state budget revenue in the 2021-2023 period is estimated to reach 62,052 billion VND.
The province has resolutely directed the implementation of breakthroughs in infrastructure development and improvement of the investment and business environment. Hai Duong is the 5th provincial unit nationwide to be recognized for completing the task of building new rural areas. Attention is paid to the protection and care of people's health, and the quality of education is maintained and improved. Average income per capita increased from 51.9 million VND in 2020 to 65.8 million VND in 2023.
However, the implementation of the socio-economic development tasks for 2021 and 2022 still has some limitations. These limitations have been pointed out by the Provincial Party Executive Committee through mid-term assessment and review. Some of these targets were not achieved (in 2021, 3/14 targets were not achieved, in 2022, 7/16 targets were not achieved). Some issues are forecasted to be very difficult such as the average GRDP growth for the entire term, budget revenue in the first 3 years of the term did not have many breakthroughs...
"These are very important issues. I suggest that delegates focus on discussing and clarifying the objective and subjective causes and propose effective and feasible solutions in the second half of the term. In particular, it is necessary to analyze and clarify the outstanding results of 2023 in order to draw lessons and propose appropriate solutions to maximize the results of 2023 and make a breakthrough in 2024," emphasized Chairman of the Provincial People's Council Le Van Hieu.
Careful and objective in taking a vote of confidence
Regarding the content of the vote of confidence for the positions elected by the People's Council at this session, comrade Le Van Hieu affirmed that this is an important method of supervision for those who are voted for and requested that the delegates of the Provincial People's Council be careful, objective in studying and evaluating when recording the vote of confidence for each position elected by the People's Council.
Assessing the content of the 19th Session as very large, comrade Le Van Hieu requested the Provincial People's Council delegates and delegates attending the session to actively study documents, discuss, and contribute many practical ideas so that the People's Council can consider and make correct decisions on the contents, contributing to the success of the session.
