Two "pothole" households

Why did the whole village donate land to make a smooth and beautiful road, but two households did not donate land, so the road had "potholes".

The sky had just cleared up when it started to rain heavily. Mrs. Phuong paced around the house restlessly, looking out the gate to wait for her husband. Mr. Yen had gone to the district since dawn, and should be almost home by now, so he must have encountered rain. The more she thought about it, the more worried she became. As expected, Mrs. Phuong saw her husband limping as he led his bicycle into the yard. She hurriedly ran out to help him:

- Oh my god, where did you fall?

Not answering his wife right away, his face still angry, it seemed like Mr. Yen was still in a lot of pain. After leading the bike into the house, Mr. Yen's clothes were soaked. He sat down on the porch in frustration, cursing:

- Damn that "pothole" guy Thu and Hung. I told him to donate land to build a road but he didn't donate. Now going through his house is no different than going through a "pothole". I fell there...

- Oh, everyone has to be careful in that place. You know that, so why did you fall?

- I was in a hurry to go home when it started raining, how could I avoid it in time. And that place, whenever it rains, becomes a pothole.

Last year, the commune had a policy of building a model road for each village. Needless to say, everyone was happy, because at that time the roads were narrow and cars were afraid to enter the village because there was no place to avoid them. Now the road has been widened, traveling and production are convenient. Many houses near the road are secretly happy because who knows, the land might be valuable.

It seemed that the whole village agreed, but there were a few families who were determined not to donate land. After much persuasion from the village, commune, and organizations, a few families finally listened, but only Mr. Thu's and Mr. Hung's families, who lived next to each other, were determined not to donate. The matter was decided, and the whole village met and agreed that if the two families did not donate land for the road, the village would abandon the road that passed through the two houses, and the new road of the village would still be built according to the plan. On the day the road was completed, the whole village was happy, but every time they passed that unfinished road, everyone had to shake their heads in disappointment.

Since then, whenever it rains or floods, the car normally travels smoothly on the wide village road, but when it passes two houses, the pedestrians have to brake suddenly. Now it is raining, Mr. Yen could not brake in time and fell, and he guessed that many people had fallen there.

- But this lady, today I went to the district and heard that the province has a policy to support funding for "red books" for households who donate land to build roads. It's just that Mr. Thu and Mr. Hung's families are afraid of losing both land and money, so they don't donate land. Maybe if there is such a policy this time, those two families will agree, right?

- That would be great. But I think those two families must have been in a difficult situation since the new road was built. How could we not build such a beautiful village road, with the people working together?

- Taking advantage of my fall, when the rain stopped, I went to the village chief to talk to those two families again. We had to find a way to resolve the issue. We couldn't let the road that the villagers had worked so hard on become so ugly just because of two families. If we wait too long, someone else might have an accident there that was more serious than mine...
