In Hai Duong, authorizing the district level to decide on specific land prices has brought initial results.

According to the Department of Natural Resources and Environment, in the past, every year in the province, the Department of Natural Resources and Environment, the Department of Finance, and the Provincial Land Valuation Council had to appraise hundreds of specific land price options, mainly land price adjustment coefficient options as the basis for compensation for site clearance when the State reclaims land; land prices when allocating resettlement land; starting prices for auctioning land use rights. Specifically, in 2022, the Department of Natural Resources and Environment issued 160 submissions requesting the Provincial Land Valuation Council to appraise. Due to the large workload and limited personnel to perform the task, despite efforts, the progress and effectiveness of specific land valuation have not met practical requirements.
On May 22, 2023, the Provincial People's Committee issued a decision authorizing the District People's Committee to decide on specific land prices to calculate compensation when the State recovers land; collect land use fees when allocating land for resettlement; calculate land use fees and land rent when the State allocates land, leases land, or changes land use purposes to households and individuals; determine land prices for areas exceeding the limit when the State recognizes residential land use rights for households and individuals; determine starting prices for auctioning land use rights for households and individuals. In June 2023, the district level in the province promptly established a Land Price Appraisal Council and issued operating regulations.
Since being authorized to decide on specific land prices, Hai Duong City People's Committee has issued more than 20 decisions approving specific land prices, the most in the province. Of which, 7 decisions approve starting prices to organize auctions of land use rights for people to build houses in residential areas and points; the rest are decisions on land price plans as the basis for calculating compensation for site clearance to implement projects and land price plans for compensation and resettlement, etc.
According to statistics from the Finance and Planning Department of Nam Sach district, since being authorized by the Provincial People's Committee to approve specific land prices, the district has issued 11 specific land price decisions, including 6 decisions approving starting prices for organizing land use rights auctions and 5 decisions approving land price coefficients for site clearance.
Gia Loc District People's Committee has also issued 7 decisions approving specific land prices; Binh Giang District People's Committee has issued 3 decisions approving specific land prices; Thanh Ha District People's Committee has issued 2 decisions approving specific land prices...
Speed up compensation and site clearance progress
Director of the Department of Natural Resources and Environment Hoang Van Thuc said that currently many works and projects require strict progress, especially the site clearance of key works and projects using public investment capital. When authorizing the People's Committee at the district level to decide on specific land prices, it will speed up the progress of compensation, site clearance, determining land prices for land allocation, land lease, land use conversion for families and individuals, and starting prices for land use rights auctions. At the same time, this authorization will increase the initiative of local authorities.
Mr. Ho Ngoc Lam, Chairman of Nam Sach District People's Committee, shared that the authorization of land price approval to the district level helps shorten the time for price approval. Enhance the responsibility of the District People's Committee in particular and the district's specialized agencies in general in performing the task of reviewing, proposing, and submitting for approval specific land prices. The proposed and approved prices are close to the actual market situation in the district.
Mr. Nguyen Tuan Ngoc, Head of the Department of Natural Resources and Environment of Hai Duong City, said that the authorization of approval of specific land prices to the district level helps localities to be more proactive in the process of determining specific prices and proactive in the time of coordination with price appraisal consultants. The leadership and direction of the leaders of the City Party Committee and the People's Committee of Hai Duong City always closely follow and are timely with each project and construction. As a result, the time for carrying out specific price determination work is accelerated, site clearance, project implementation, and capital disbursement are ensured in a timely manner according to schedule.
Along with the initial advantages and effectiveness, through the reporter's research, localities also encountered some difficulties. This is a new task, so the implementation in some localities is initially confusing. The land price database is not yet complete, while determining common land prices on the market still faces many difficulties. When transferring agricultural land, most households do not notarize or certify with competent authorities. The declaration of transfer prices in contracts is often lower than the actual value. At the time of determining land prices, the market is stagnant, there are few transactions, and prices are on a downward trend compared to before, so it is difficult to get information on vouchers close to market prices...
