Thanks to the synchronous implementation of solutions, Tu Ky district is the first locality to hand over the entire cleared land to implement the East-West Axis Road Project in Hai Duong.

The East-West Axis Road Project was approved by the Hai Duong Provincial People's Council in December 2020, with a total investment capital of nearly VND 1,500 billion, to be implemented from 2021 to 2024. The route has a total length of 36.5 km, passing through 3 districts: Ninh Giang, Tu Ky and Thanh Mien, of which 6.76 km passes through Tu Ky district. Regarding the project, Tu Ky has 24 hectares of agricultural and non-agricultural land to be recovered from 591 households in Phuong Ky, Cong Lac and Ha Ky communes.
Realizing that this is a key project of the province, the People's Committee of Tu Ky district has proactively implemented steps to clear the land. In February 2022, the People's Committee of Tu Ky district decided to establish a Compensation, Support and Resettlement Council when the State reclaims land to implement the project. In order to create high consensus among the people, all information about the project, compensation and support plans are made public and transparent. The difficulties of households subject to land reclamation are focused on and resolved by the district and provincial authorities in a reasonable and sympathetic manner.
According to the Department of Natural Resources and Environment of Tu Ky district, during the process of site clearance, some problems arose such as some households building permanent houses on converted agricultural land. When the land is recovered, these households will no longer have a place to live and work. The district promptly reported and proposed specific solutions to the Provincial People's Committee to resolve the problem, decided to partially support the households, and at the same time allowed land allocation with land use fees.
Some households subject to resettlement have not agreed to the compensation plan and requested additional support. Typically, Mr. Nguyen Tien Dong's household in Tan Hop village, Phuong Ky commune has 100 m2 of residential land and 145 m2 of land for perennial crops that must be recovered. The compensation and resettlement support for Mr. Dong's family is 2.519 billion VND. On April 28, 2023, the Provincial People's Committee issued Decision No. 808/QD-UBND, which stipulates that the unit price for paying land use fees for Mr. Dong's house is 22 million VND/m2, the 115 m2 resettlement land plot is worth 2.53 billion VND. Mr. Dong said that the compensation for housing, assets on the land and the support plan were not enough to pay for the resettlement land, so he requested additional support. Leaders and members of the Land Clearance Council of Tu Ky district have come down to meet and explain the application and calculation of the support plan for Mr. Dong's family many times, ensuring compliance with regulations. After nearly 2 months of perseverance and lobbying, Mr. Dong's family agreed.
Expected completion in April 2024
Cong Lac Commune is the earliest locality in the district to complete the handover of land for the East-West Axis Road Project. Although the area to be reclaimed for the project is not large, the locality has identified this as a breakthrough task. Therefore, the entire local political system has actively participated. Before implementing the land acquisition, the commune organized a meeting with the people to grasp their thoughts and aspirations. For households that did not agree, the Working Group to support land clearance actively went to each household to propagate and mobilize about the benefits and importance of the project. Thanks to that, the land clearance work was implemented quickly, with high consensus and agreement from the people.
By October 2, 2023, Tu Ky district had completed the handover of the cleared site to the investor. Due to the early handover of the site, the construction volume of the road through the district has reached about 70% and is expected to be completed in April 2024.
Vice Chairman of Tu Ky District People's Committee Dao Van Soai said that although the East-West axis through the district was implemented last, the district has actively and proactively implemented steps to speed up the site clearance progress. With the policy of ensuring maximum benefits for the people while still complying with the law, after propaganda, explanation and mobilization, the people have high consensus.
The Provincial Construction Project Investment Management Board highly appreciated the drastic participation of Tu Ky district in the work of clearing the land for the East-West axis road. This is also the first locality to hand over the clean land for project implementation.
