Hai Duong is in the low-average group on PAPI in 2022

On the morning of April 12, in Hanoi, the United Nations Development Program (UNDP) and partners announced the 2022 Provincial Governance and Public Administration Performance Index (PAPI).

With a total of 42.14 points, Hai Duong's 2022 PAPI is in the low-average group (a total of 4 levels: highest, high average, low average, lowest), down 0.54 points compared to 2021. In 2021, Hai Duong is in the high-average group in PAPI.

The component indicators include: participation of people at the grassroots level in Hai Duong reached 5.33 points; publicity and transparency in local decision-making 5.15 points; accountability to people 4.29 points; control of corruption in the public sector 6.37 points; public administrative procedures 7.26 points; public service provision 7.8 points; environmental governance 2.82 points; e-governance 3.12 points.

Compared to 2021, Hai Duong has 4 indexes that have decreased in score: transparency, corruption control in the public sector, public administrative procedures, environmental governance; 1 index that has maintained its score is public service provision; 3 indexes that have increased in score are people's participation at the grassroots level; accountability to people, e-governance.

According to the ranking report of UNDP and its partners, in 2022, Quang Ninh province leads the country in the PAPI index, followed by Binh Duong and Thanh Hoa. Cao Bang province ranks last. Notably, the gap in governance and public administration performance at the provincial level in 2022 between the highest and lowest scoring groups tends to narrow.
