Localities and units in Hai Duong are ready for the peak period of issuing and exchanging documents for people in 28 newly merged communes, wards and towns that have just come into operation.
About 140,000 people need to renew their ID cards.
In the 2023-2025 period, the whole province has 57 commune-level administrative units subject to rearrangement.
Of the 28 newly formed communes, wards and towns after the rearrangement, which came into operation from December 1, 8 localities kept their old names and 20 localities had new names.
According to the plan of the People's Committee of Hai Duong province, relevant provincial and district-level professional agencies will organize a peak period of 6 months from December 1, focusing on converting documents for agencies, organizations and citizens according to regulations.
In 20 commune-level administrative units with new names after the merger, about 140,000 people aged 14 and over who have or have not yet obtained an ID card will need to apply for a new one. At the same time, children aged 6 and over are not required to have an ID card but can still be issued one if needed.
As the district with the most communes with new names after the merger in Hai Duong province, Gia Loc District Police has proactively reviewed and arranged a plan to issue and change ID cards for people in the merged communes.
The district has 8 communes with more than 48,000 people merged into 4 new communes with new names. Gia Loc District Police will organize a peak period of issuing and changing ID cards for people in a mobile form, directly to the communes.
The Social Order Administrative Police Team will bring machinery and equipment to the communes, coordinate with the police force of that commune and mobilize forces to participate in protecting security and order at the grassroots level if necessary.
"With the motto of making each commune neat and tidy, Gia Loc District Police are arranging and preparing vehicles, machinery, and human resources to each commune to issue and change ID cards, creating convenience for the people. Each commune will carry out the process in about 2-3 days," said Lieutenant Colonel Luong Manh Thuyet, Deputy Chief of Gia Loc District Police.
Along with that, propaganda and information to help people grasp the peak time for organizing ID card issuance and renewal in the locality will be focused on to avoid missing out and causing difficulties for citizens.
Before merging commune-level administrative units, in cases where requests for reissuance of citizen identification cards were not urgent, local police forces had a policy of informing citizens to wait until after the merger to avoid reissuance multiple times, wasting time, effort, and money.
Determining the quantity and volume of work that will be large and must be carried out over a long period of time, the police force has proactively planned and is ready to deploy.
Issue 500 seals to new communes, wards and towns
On the morning of December 1, at the Hai Duong Provincial Public Administration Service Center, more than 500 seals of new commune-level administrative units in Hai Duong were handed over by the police force to 10 focal points of 10 districts, towns and cities.
Nam Sach and Ninh Giang districts have the most new seals after the merger, with 85 each. All seals of the 48 old communes and wards have been recovered after completing their tasks.
Proactive human resources and facilities
The local authorities where the communes, wards and towns are located also pay special attention to the conditions of facilities and human resources serving the reception, processing of records and requests for issuance and exchange of documents.
The headquarters used as working places of the new commune-level administrative units have been renovated and renovated to serve the merger. In particular, the "one-stop" department and the reception room have received the most attention so that they will serve a large number of people, especially during peak times for issuing and exchanging documents.
An Phu Commune (Nam Sach District) was merged from An Lam Commune and Phu Dien Commune, using the old An Lam Commune headquarters. In the days before the merger, the commune renovated the "one-stop" department, arranging the reception room to a new, more spacious and airy area.
Mr. Khuc Van Huong, Secretary of the Party Committee of An Phu commune, said: "Before the merger, the commune invested in renovating and upgrading the headquarters to meet the working needs of the new commune's officials and civil servants when the number of employees is larger, serving a larger number of people, and the workload in the coming time is also heavier."
Localities are also preparing plans and increasing staff to support people in handling administrative procedures. Kinh Mon town has a new Duy Tan ward when Hoanh Son commune is merged into Duy Tan ward, using the old Duy Tan ward headquarters. After the merger, it is expected that people in Hoanh Son commune will have to redo some paperwork.
The old and new commune headquarters are about 2.5 km apart. For the convenience of the people, the leader of Duy Tan ward said that in the early period after the merger, to prevent people from going to the old commune headquarters to do procedures, the ward still arranged a number of officials and civil servants to be on duty at the Hoanh Son commune headquarters. The officials and civil servants will receive the documents and then transfer them to the ward, returning them to the citizens at the old commune headquarters so that people do not have to travel a lot.
New communes, wards, towns and 'one-stop' departments at all levels in Hai Duong, along with relevant agencies and units in issuing and exchanging documents for people affected by the rearrangement of commune-level administrative units, have also been proactive and ready for the 6-month peak period of issuing and exchanging documents for people.

- Documents issued by competent authorities to individuals, citizens and organizations before the arrangement according to the old administrative unit, if not expired according to regulations, can continue to be used.
- The Provincial People's Committee directs the People's Committees at district and commune levels to arrange administrative units to proactively develop plans to propagate and implement the conversion of documents for individuals and organizations, create favorable conditions for individuals and organizations when carrying out procedures to convert documents and not collect fees when converting due to changes in administrative unit boundaries.
- The conversion of documents must be made public on the electronic information portal, headquarters of the People's Committee at district and commune levels; on the commune-level loudspeaker system and announced to villages and residential areas.
- Relevant provincial and district-level professional agencies prioritize organizing a peak period for 6 months from December 1, focusing on converting documents for agencies, organizations and citizens according to regulations.
