During the 5 years of implementing the Law on Anti-Corruption in 2018, through inspection and examination work, the inspection sector of Hai Duong province discovered violations of more than 411 billion VND and 918 square meters of land.
According to the report on the results of the 5-year review of the implementation of the 2018 Law on Anti-Corruption (effective from July 1, 2019), the Hai Duong Provincial Inspectorate and inspectors of departments, branches, and district-level inspectorates have conducted 3,785 inspections and examinations. Of these, there were 754 administrative inspections and 3,031 specialized inspections and examinations.
Through inspection and examination, economic violations totaling more than 411 billion VND and 918 m2 of land were discovered. The inspection agency proposed to recover more than 232 billion VND and 738 m2 of land; at the same time, it proposed to impose an administrative fine of more than 38.8 billion VND and proposed to transfer 3 cases to the investigation agency.
3 cases were transferred to the investigation agency, including 2 cases in Hai Duong city and 1 case in Nam Sach district.
Specifically, in 2021, the People's Committee of Hai Duong City conducted a surprise inspection at Ngoc Son Primary School and discovered that the accountant, when paying money to policy beneficiaries, did not pay all the beneficiaries according to the established list, and kept more than 145 million VND for a long time, only returning it when the authorities discovered it. The People's Committee of Hai Duong City transferred the case to the Investigation Police Agency of Hai Duong City Police.
In 2022, the People's Committee of Nam Sach district suddenly inspected the implementation of legal regulations on land management and use in Thuong village, Thai Tan commune. Through the inspection, it was discovered that officials of the People's Committee of Thai Tan commune had created fake documents to withdraw money from the state budget, causing a loss of more than 90 million VND to the budget, and officials of Thuong village, Thai Tan commune illegally sold land. The People's Committee of Nam Sach district transferred the case file showing signs of crime to the investigation agency.
In 2023, Hai Duong City People's Committee suddenly inspected the collection, management and use of tuition fees from 2016 - 2021 at Binh Han Secondary School. Through the inspection, disciplinary action was taken in the form of a warning for the Principal of Binh Han Secondary School, disciplinary action in the form of forced dismissal for the former accountant of Binh Han Secondary School due to serious violations of regulations on accounting and bookkeeping, and the case file was transferred to the investigation agency due to signs of criminal law violations against the former accountant of Binh Han Secondary School.
