Arrested 2 ward People's Committee chairmen and 4 officials in Hanoi for receiving bribes of nearly 1 billion VND

The Investigation Police Agency determined that from August 2024 to present, a group of officials including: Bui Thanh Nha, former Captain of the Urban Construction Order Management Team of Hoang Mai District (now Chairman of the People's Committee of Hoang Liet Ward); Dang Thanh Tung, Chairman of the People's Committee of Thanh Tri Ward; Nguyen Vu Diem, Vice Chairman of the People's Committee of Thanh Tri Ward; Le Thanh Thuy, Deputy Captain of the Urban Construction Order Management Team of Hoang Mai District and Tran Van Quan, Vu Cat Su, experts of the Urban Construction Order Management Team of Hoang Mai District, have taken advantage of their positions, creating a mechanism of asking - giving to receive bribes.

The total amount of money this group received from many other individuals was up to 920 million VND to ignore violations and not check construction order.

The incident began in August 2024 when Ms. MTC, residing in the urban area of ​​Phap Van - Tu Hiep (Hoang Mai district), wanted to complete the construction of a townhouse from 3.5 floors to 5 floors. Knowing that this was against regulations, Ms. C sought out some local officials to "negotiate".

Through the introduction of Bui Thanh Nha, former Captain of the Urban Construction Order Management Team of Hoang Mai District (now Chairman of the People's Committee of Hoang Liet Ward), Ms. MTC met directly with Dang Thanh Tung, Chairman of the People's Committee of Thanh Tri Ward; Nguyen Vu Diem, Vice Chairman of the People's Committee of Thanh Tri Ward and Tran Van Quan, specialist of the Urban Construction Order Management Team of Hoang Mai District, in charge of Thanh Tri Ward to submit an application to complete the house.

To be able to build an extra floor at the house under construction, Ms. MTC had to pay a total of 270 million VND to this group of officials many times.

Specifically, in September 2024, Nguyen Vu Diem asked Ms. C. to give 100 million VND (first time) to be "facilitated". After receiving the money, Diem kept 20 million VND, the rest was divided among Tran Van Quan, Dang Thanh Tung, Bui Thanh Nha, Le Thanh Thuy, Deputy Head of the Urban Construction Order Management Team of Hoang Mai District and Vu Cat Su, specialist of the Urban Construction Order Management Team of Hoang Mai District, in charge of Thanh Tri Ward.

However, on December 20, 2024, Thanh Tri Ward People's Committee issued a notice requesting to stop construction of illegal works, including Ms. C's house. In order to continue construction, Ms. C. discussed with two other homeowners to give Nguyen Vu Diem an additional 100 million VND (2nd time). At the end of December 2024 and the beginning of January 2025, Nguyen Vu Diem received an additional 70 million VND from Ms. C., which was given directly to her office.

In addition, from August 2024 to present, Tran Van Quan and Vu Cat Su have also received bribes totaling 650 million VND from 4 other households to avoid checking construction works that violated construction order. After receiving the money, the subjects agreed to divide the profit ratio: Dang Thanh Tung from 25 - 30%; Nguyen Vu Diem from 15 - 20%; Bui Thanh Nha 20%; Le Thanh Thuy 10%; Vu Cat Su 10%; Tran Van Quan 10% (no records).

On March 14, 2025, the Investigation Police Agency - Hanoi City Police issued an arrest warrant and temporary detention for Dang Thanh Tung, Nguyen Vu Diem, Bui Thanh Nha, Le Thanh Thuy, Tran Van Quan, and Vu Cat Su for the crime of accepting bribes, as prescribed in Article 354 of the Penal Code.

The project aims to concretize the direction of the leaders of the Ministry of Public Security, the Hanoi Party Committee and the Hanoi People's Committee on implementing Conclusion 12-KL/TW dated April 6, 2022 of the Politburo on continuing to strengthen the Party's leadership in the work of preventing and combating corruption and negativity.

The Director of Hanoi City Police has directed the Investigation Police Agency to strengthen the work of grasping the situation in the area, especially the State management agencies, to promptly prevent, stop and combat violations of the law in this field.
