Hai Duong takes strong action against counterfeit goods

Due to the high demand for shopping near Tet, in order to make a profit, many establishments and individuals have bought and sold fake goods and goods of unknown origin. Authorities in Hai Duong province have stepped up the fight against this problem.

Exposing many violating establishments

In the last months of 2023, the Provincial Police and the Provincial Market Management Department have stepped up propaganda, inspection, control, timely detection and handling of cases of trading in counterfeit goods of unknown origin, especially launching a peak period to fight against this type.

According to the Provincial Market Management Department, from date From November 15, 2023 to January 14, 2024, the unit presided over and coordinated with the police and a number of related units to inspect 105 cases, detected and handled 92 violations, and imposed fines of more than VND 806 million. The proceeds from the sale of confiscated goods were nearly VND 659 million, and the value of the confiscated goods was nearly VND 2.2 billion.

On December 21, 2023, the provincial authorities inspected and discovered that the business household Pham Van Binh, in Hao Thon village, Dong Lac commune (Nam Sach), was doing business in many locations but did not notify the district-level business registration office where the business household was headquartered and had many counterfeit goods. The authorities confiscated 158 adult clothing sets and sportswear counterfeiting the brands: NIKE, ADIDAS, the value of the infringing goods was nearly 34 million VND.

According to Major Nguyen Van Thanh, Captain of the Economic Police Team (Chi Linh City Police), the police force has stepped up the fight against acts of transporting and trading essential goods for the people without invoices or documents proving their origin, and counterfeit goods in the area. The police agency presided over and coordinated to focus on inspecting businesses and warehouses to control goods. Through inspection, from December 15, 2023 to January 26, 2024, the City Police discovered 6 businesses trading goods of unknown origin. Notably, at noon on January 14, the City Police discovered 10 Panasonic and Sharp brand air purifiers for sale at the business establishment of Mr. Nguyen Van Viet (Dong Lac Ward), with goods worth about 12 million VND. There was no information on the origin and traceability of the products on the products. Mr. Viet could not present invoices or documents proving the legal origin of the goods and could not present a business registration certificate.

Propaganda work and the fight against commercial fraud, smuggled goods, counterfeit goods, and goods of unknown origin have been promoted but still face many difficulties.

According to the authorities, Hai Duong is a transit area, so the management of subjects and verification of the origin of smuggled goods, counterfeit goods, and commercial fraud is very difficult. Subjects often change methods and tricks to avoid detection by authorities. Information exchange between authorities is sometimes not regular. Coordination in inspecting and arresting subjects and means of transporting smuggled goods, counterfeit goods, and prohibited goods is not tight due to administrative division. Licensing, inspection, and examination by authorities still have many limitations.

Comrade Vu Minh Hai, Head of the General Department of Business (Provincial Market Management Department) said: "Many subjects take advantage of e-commerce activities to trade in smuggled, fake, and poor-quality goods, especially cosmetics and functional foods. It is difficult for authorities to detect the business locations or warehouses of these subjects."

To ensure the rights and health of people when shopping for goods during Tet and serving production and business activities, in the coming time, the provincial authorities at all levels will continue to strengthen inspection, detection and strict handling of violations of speculation, hoarding of goods, price listing; cases of trading in smuggled goods, counterfeit goods, banned goods, poor quality goods, goods with fraudulent origin.

The groups of goods that are focused on inspection and handling of violations are conditional business items, high tax rates, goods with high consumer demand during the Lunar New Year such as electronics, refrigeration, clothing, shoes, confectionery, fruits, cigarettes, new generation cigarettes, alcohol, soft drinks, fresh food, animal feed, poultry...
