At the end of October 2024, the Provincial Party Committee Standing Committee continued to direct the strengthening of waste prevention work in the province. In particular, the Provincial People's Committee assigned the Provincial Party Committee to direct the Provincial People's Committee to be more drastic in implementing waste prevention and handling work.
Implementing the direction of the Provincial Party Committee Standing Committee, recently, the Provincial People's Committee has repeatedly directed the review and resolution of backlogged, slow-progressing, and stopped construction projects, and urgently implemented, completed, and put into use to prevent waste and loss.

The project of the Complex Trade - Service - Entertainment Center on Thong Nhat Street (Hai Duong City) was won by T&T Group Joint Stock Company for the land use rights auction to implement the project since February 2019. The construction scale is a 16-storey building. This is a project located in a prime location, expected to create a highlight for Hai Duong City. However, the project progress is very slow. After many years of slow construction, the investor has just completed the rough construction and is adjusting the project.
Faced with this reality, the Provincial People's Committee directed departments, branches, and Hai Duong City People's Committee to re-evaluate the investor's capacity. If the investor is not capable of continuing to implement the project, the project will be revoked according to regulations. If the investor is still capable, the investor will be urged and required to commit to continuing to implement and complete the project no later than the second quarter of 2025.
Recently, the Department of Planning and Investment has coordinated with departments, branches and localities to review projects and works that are behind schedule and have stopped construction throughout the province. After reviewing, the department has classified the projects and proposed specific solutions for each project.
According to the Department of Planning and Investment, the department has consulted and received approval from the province to consider terminating 20 projects leasing land for production and business outside industrial parks that have been behind schedule for many years, leaving land to waste. The capacity of investors for nearly 10 projects that are behind schedule has been reviewed. For other projects that are behind schedule, the provincial People's Committee has directed to remove difficulties, urge and monitor the progress of implementation.
Over the past year, the Department of Finance has coordinated to review 16 land plots that have been recovered and handed over to the Land Fund Development Center for management but have not been put into use due to problems with assets on the land, planning, and land use plans. The Provincial People's Committee has directed departments, branches, and localities to resolve the above problems and complete them by July 2025 at the latest.
To prevent waste, the provincial leaders have also resolutely directed the resolution of limitations and shortcomings in state-owned enterprise projects. Up to now, all previous problems and shortcomings related to land use by enterprises have been resolved and required a specific completion deadline.
Regarding the handling of surplus headquarters after the merger, after reviewing and consulting with local departments and branches, the Provincial People's Committee has also given specific instructions to limit waste.
In particular, the auction plan for 5 headquarters was approved, and 5 commune-level headquarters after the merger were transferred to other agencies for use. The old headquarters of the State Treasury of Gia Loc district is awaiting adjustment of the district planning and the general planning of Gia Loc town to implement the sale plan; expected to be completed in the first quarter of 2025. To speed up the disbursement of public investment capital and promote the effectiveness of public investment capital, provincial leaders have held many meetings and directly worked with localities and investors to direct the removal of obstacles.
With the drastic and close direction of the provincial leaders, the difficulties were resolved, and the disbursement rate of public investment capital in Hai Duong had a breakthrough. By December 31, 2024, the disbursement rate of public investment capital in the province reached 99.7% of the plan assigned by the Government.
Previously, by June 30, 2024, the entire province had only disbursed 17.2% of the public investment capital plan assigned by the Prime Minister, lower than the average disbursement level of the whole country.
