Hai Duong innovates staff evaluation

With creative and drastic solutions, Hai Duong's cadre evaluation work has become practical, contributing to creating positive changes in the implementation of local tasks.

Hai Duong has had many creative and innovative solutions in evaluating cadres, contributing to creating positive changes in performing local tasks.

Commitment upon appointment

Before being appointed as Deputy Director of Hai Duong Lung Hospital, Dr. Tran Thi Mai, Head of the Oncology Department, had to spend a lot of time developing an action program (AP) to present to the Provincial Party Committee Standing Committee. Ms. Mai's AP focuses on the following contents: Working with the hospital's leadership to improve competitiveness in medical examination and treatment, put optimal services into operation, and create sustainability for the unit; grasping the reality and needs of medical examination and treatment to work with the leadership to make the right decisions and orient the hospital's development... Ms. Mai's AP was agreed by the Provincial Party Committee Standing Committee and is being gradually realized by the new Deputy Director of Hai Duong Lung Hospital. "The process of developing the AP helped me grasp and understand more clearly the urgent issues that arise to focus on solving with the hospital's Board of Directors. The AP is also a guiding compass and a commitment for me to effectively implement the solutions that I proposed before being appointed," Dr. Mai shared.

Implementing Project No. 02 of the Provincial Party Standing Committee on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet the development requirements in the 2021-2030 period, cadres appointed and nominated for higher positions must develop and present a meeting agenda. Accordingly, cadres from the level of deputy head of district-level departments and equivalent or higher must develop and present a meeting agenda at the second step of the personnel process (before the conference conducts a vote to introduce personnel) and at the collective leadership conference (before voting to appoint and introduce candidates). To specify Regulation 277-QD/TU dated November 1, 2021 of the Provincial Party Committee Standing Committee on decentralization of cadre management and appointment and introduction of candidates, the Provincial Party Committee's Organization Board has issued guidelines for developing the Executive Committee and appointment and introduction of candidates for positions under the management of the Provincial Party Committee Standing Committee. The development and presentation of the Executive Committee is carried out strictly, in accordance with the spirit of "5 clear": clear work, clear people, clear progress, clear efficiency, clear responsibility, which are important measures as a basis for properly assessing capacity and considering the effective arrangement and use of cadres.

As a locality with the first cadres to implement the above policy, comrade Sai Thi Yen, Provincial Party Committee member, Secretary of Kinh Mon Town Party Committee said: "The effective implementation of the building of the Action Plan contributes significantly to concretizing the spirit of "5 clear", "6 dare" in cadre work. The action program is both a goal and a motivation for cadres to wholeheartedly carry out their assigned tasks. This is also an important solution to improve the quality of work and the quality of the province's cadre team".

The Provincial Party Committee's Organizing Committee discussed solutions to do a good job of advising the Provincial Party Committee's Standing Committee on personnel work.

"Outsource" the breakthrough

Implementing Project No. 02, from 2022, Hai Duong will implement the regulation that each leader and manager from the deputy head of department level and above must register for innovative and breakthrough work during the year. The implementation results are the basis for evaluating and classifying cadres at the end of the year. On that basis, there will be plans to arrange, use and promote the capacity of cadres, and at the same time, suggest reviewing cadres who do not complete the registered tasks. Based on the 3 groups of breakthrough tasks of the Provincial Party Committee Standing Committee, in 2022, the District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee will select 36 tasks that are close to the characteristics and specific situations of their localities and units to complete within the year, and at the same time direct grassroots party organizations to register breakthrough tasks to be implemented in 2022. In 2022, the Provincial Party Committee Standing Committee has appraised the registration and assigned the implementation of 178 breakthrough tasks to the comrades at the head level under the management of the Provincial Party Committee Standing Committee.

The annual review and evaluation of cadres continues to be carried out seriously, achieving goals and requirements, following the correct procedures, ensuring the principle of democratic centralism and the spirit of self-criticism and criticism. In 2021, the Standing Committee of the Provincial Party Committee classified 4 collectives and 8 individuals as having fulfilled their tasks, and 1 individual as not having fulfilled their tasks.

Along with the above solutions, Hai Duong is also developing a pilot project to recruit leaders and managers at the department and division levels to select cadres with sufficient capacity and qualities to meet development requirements. Comrade Nguyen Hong Son, member of the Standing Committee, Head of the Provincial Party Committee's Organization Board, affirmed that with innovative and drastic solutions, the province's cadre assessment work has been shifting from "qualitative" to "quantitative". The assessment work is carried out in a multi-dimensional manner, with specific products, linking the assessment and classification of collective quality with individuals and with the results of implementing political tasks of localities, agencies and units, focusing on substance and efficiency, not chasing after achievements.
