To reorganize the apparatus of specialized agencies under the Provincial People's Committee, the Hai Duong Provincial People's Council approved the transfer of 913 positions of civil servants and employees receiving salaries from the state budget.
At the 29th session held on the morning of February 20, delegates of the Hai Duong Provincial People's Council voted to pass a resolution to adjust the payroll of civil servants in administrative agencies; the number of people working with salaries from the state budget in public service units under the province in 2025 due to the arrangement and reorganization of specialized agencies under the Provincial People's Committee.
The Provincial People's Council approved the transfer of 217 civil servant positions between departments to implement the consolidation and reorganization of the apparatus. Of which, the largest number was the transfer of 146 positions from the former Department of Agriculture and Rural Development to the Department of Agriculture and Environment. After the transfer, the number of positions assigned to the Department of Agriculture and Environment was the largest with a total of 196 positions.
The Provincial People's Council also approved the transfer of 696 positions of employees receiving salaries from the state budget in public service units. Mainly to the Department of Health with466 targets received from public service units under the former Department of Labor, War Invalids and Social Affairs (Provincial Social Protection Center, Hai Duong Provincial Mental Health Care Center for People with Meritorious Services and Social Affairs, Hai Duong Provincial Drug Rehabilitation Center).
The total number of transferred targets is 913 public employee and salary workers from the state budget. The units after transfer and reception will continue to streamline the staff and reduce targets according to plan.
Other contents continue to be implemented according to Resolution No. 110/NQ-HDND dated December 11, 2024 of the Provincial People's Council on assigning civil servant positions in administrative agencies; the number of people working with salaries from the state budget, contract workers according to Decree No. 111/2022/ND-CP in public service units and associations assigned tasks by the Party and State in the province in 2025.
Regarding the civil servant payroll in administrative agencies, the number of employees receiving salaries from the state budget in public service units that are subject to the Central Government's orientation and arrangement suggestions, the Provincial People's Council assigns the Provincial People's Committee to make adjustments to ensure compliance with regulations immediately after receiving written instructions and guidance and report the results to the Standing Committee of the Provincial People's Council to report to the Provincial People's Council at the nearest session.
