In the period of 2021-2025, the Prime Minister assigned Hai Duong the task of having 3 districts reach the advanced new rural area finish line, the rate of communes reaching the advanced new rural area finish line is 80%, and the model new rural area finish line is 20.2%.

The target of the number of communes meeting new rural standards is twice as high as the national target. Meanwhile, the province does not receive direct support from the central budget, and the local budget allocated to implement the program is limited. The set of criteria for building advanced new rural areas in the 2021-2025 period has many criteria that are difficult to implement... Therefore, Hai Duong proposed to reduce to 60% the number of communes completing advanced new rural construction by 2025 according to the target set by the Resolution of the 17th Provincial Party Congress.

It is expected that by the end of 2023, the province will have 53 communes meeting advanced new rural standards, accounting for 30%; 9 communes meeting model new rural standards, accounting for 5% of the total number of communes in the area.
