"Mountain town" builds advanced new rural areas

Located far from the center of Chi Linh city, Hoang Hoa Tham commune has a large concentrated fruit tree production area with an area of ​​over 300 hectares and 20 hectares of medicinal plants such as honeysuckle, moneywort, turmeric... In addition, the locality also has nearly 1,000 hill-based chicken farms with a total herd of about 3 million chickens.

Ms. Duong Thu Huong, Vice Chairman of Hoang Hoa Tham Commune People's Committee shared: "Up to now, the commune has achieved 17 out of 19 advanced new rural criteria. In addition to completing the prescribed criteria, the locality focuses on economic development. Changing the economic structure, shifting from small-scale production to concentrated agricultural production with a variety of crops is the direction chosen by the locality". Thanks to that, people's income has been constantly improved. It is expected that in 2023, the locality will reach about 68 million VND/person, the multidimensional poverty rate will decrease to below 1%.

Nhan Hue Commune is surrounded by Kinh Thay River and Thai Binh River, the fields here are silted by the rivers, so they also have advantages for agricultural development. The level of vegetable cultivation of Nhan Hue people is increasingly improved. Nhan Hue identifies the goal of building an advanced new rural area associated with effectively implementing the restructuring of the agricultural sector, developing the rural economy and the urbanization process. The whole commune has about 150 hectares of vegetables, mainly tomatoes, corn, carrots, melons of all kinds... This is the only locality in Chi Linh City with 2 OCOP products achieving 4 stars including tomatoes and carrots. Average income per capita increases, the rate of poor households decreases, and the material and spiritual life of the people is increasingly improved.

Determining that the construction of new rural areas is a breakthrough step associated with urban development planning, the first task Chi Linh sets is to change the production structure, reduce the value of agricultural-forestry-fishery production, increase the value of industry, construction-services, and tourism. Although the proportion of agricultural economy only accounts for a small proportion in the economic structure, Chi Linh City still determines that the development of suburban commodity agricultural economy is the driving force, creating momentum for economic sectors and improving people's lives. Localities have shifted from traditional agricultural production methods to concentrated, regional commodity production for high economic value to improve people's lives.

Big investment

Nhan Hue and Hoang Hoa Tham communes are receiving active support from the city to complete the construction of advanced new rural areas this year. However, both are agricultural communes, have large areas and many characteristics in socio-economic development, so they need a lot of resources to complete the criteria.

Up to now, Nhan Hue commune has only completed 15 out of 19 advanced new rural criteria. The remaining criteria such as transportation, education, culture and health are also being urgently completed with financial support from the city budget. The locality has built a lighting system on the commune's main roads, built a head office building, functional houses for the Primary and Secondary Schools, built a cultural house in Dap Khe and Chi Linh 1 villages, repaired the communal health station's office building... The estimated investment cost is about 40 billion VND. With the active support of Chi Linh City, Nhan Hue commune is confident that it will reach the advanced new rural finish line this year.

Chi Linh City currently has 5 communes: Hoang Hoa Tham, Bac An, Le Loi, Hung Dao and Nhan Hue. However, according to the Resolution of the City Party Congress, Hung Dao and Le Loi communes are planned to become wards, so they do not have to carry out the task of building advanced new rural areas. According to the city's construction plan, in 2023, Hoang Hoa Tham and Nhan Hue communes will achieve advanced new rural areas. In 2024, Bac An commune will achieve advanced new rural areas and Hoang Hoa Tham will achieve model new rural areas.

According to the Standing Vice Chairman of the People's Committee of Chi Linh City, Nguyen Van Huynh, every year the city balances and allocates an appropriate budget rate to invest in building advanced new rural areas and model new rural areas; strengthens the mobilization and integration of resources to serve the construction of new rural areas, proactively deploys specific mechanisms and policies to support the implementation of the program's contents.

In the period of 2021 - 2025, the total resources the city plans to mobilize to build advanced new rural areas and model new rural areas are about 470 billion VND. Of which, the city has supported communes with 237 billion VND. From now until the end of 2025, it is expected to support an additional 95 billion VND to complete the criteria for advanced new rural areas and model new rural areas. The remaining capital will be mobilized from credit capital, enterprise capital and other legal sources.
