Chi Linh City is focusing on removing difficulties and obstacles in site clearance for the Dong Viet Bridge project to ensure construction progress.
Dong Viet Bridge is being urgently constructed by Bac Giang province, Chi Linh city needs to urgently hand over the site to ensure the progress of the project on the Hai Duong side.
However, the site clearance for this project is facing many problems that need to be resolved in order to soon hand over the site to the construction contractor.
Many problems
The investment project to build the Dong Viet bridge approach road connecting National Highway 37 (Chi Linh) was approved by the Provincial People's Council in February 2021 and the Provincial People's Committee approved the feasibility study report in December 2021 with a total investment of more than 469 billion VND.
According to the plan, Chi Linh City must recover 238,701.6 m2 of land from 284 households in Cong Hoa Ward and Hung Dao and Le Loi Communes. Up to now, the City People's Committee has completed the compensation and support plan and approved payment to 276 households with a total amount of nearly 99.8 billion VND. Of which, Hung Dao Commune has 156 households with a total amount of more than 53.6 billion VND, Le Loi Commune has 76 households with 33.6 billion VND and Cong Hoa Ward has 44 households with more than 12.5 billion VND. As of March 18, the City People's Committee has handed over 89,684.2 m2 to the Provincial Investment and Construction Project Management Board for construction, reaching only more than 37.5% of the total area that needs to be recovered.
After reviewing, there are currently 9 households whose land is included in the project for which the City People's Committee is continuing to develop compensation and support plans. There are 6 households having difficulties in determining the origin of the land, 1 household having difficulties with the land use right certificate for the area of land to be recovered, 2 households having difficulties with the boundary of the site clearance and the load-bearing structure of the house close to the construction site, not ensuring safety during future use and living. In addition, there are also difficulties in determining the support area, on the same plot of land but the land for building houses is compensated, while the garden and pond land is not recognized as residential land. Currently, there are 11 households in the 2 communes of Le Loi and Hung Dao with recovered areas in the above case, making it difficult to develop compensation and support plans, prolonging the time for site recovery.
The above-mentioned difficulties are not under the authority of the City People's Committee, so it is necessary to seek guidance and direction from departments, branches and the Provincial People's Committee. "Most of the land problems are due to the fact that the management and allocation of land to people in previous years has not been properly implemented. When it is necessary to reclaim land, there are many difficulties in cases where it is necessary to verify the origin of the land to ensure the harmony of interests," said Mr. Nguyen Van Thong, Head of the Management Board of Basic Construction Projects of Chi Linh City.

Focus on removing difficulties
According to Mr. Nguyen Van Huynh, Standing Vice Chairman of the People's Committee of Chi Linh City, the locality is still focusing on site clearance for projects, with special priority given to site clearance for the Dong Viet Bridge approach road project for early handover to the construction unit. In addition to focusing on verifying and removing difficulties for cases that are still stuck, the City People's Committee has stepped up propaganda and mobilization so that households understand and agree with the locality, and promptly hand over the site in the spirit of ensuring harmony between the interests of the state and the rights of the people.
To solve the immediate difficulties, the People's Committee of Chi Linh City has proactively studied each case with problems to advise on solutions to ensure the interests of the state and the people. Specifically, for cases where the land acquisition boundary is close to houses and construction works, which is unsafe, the locality requests the Provincial People's Committee and related departments, branches, and units to consider compensation and support for the entire project-affected project for households. For households with problems related to land, depending on the records, land use process, and legal regulations, the most appropriate solution will be found.
The People's Committee of Chi Linh City and the City's Land Clearance Council coordinate with local leaders to regularly visit households with problems to mobilize and persuade them; propagate to help households understand the importance of the project to share with the government, promptly hand over land, and complete land clearance on schedule.
The Provincial People's Committee, departments and branches have held many meetings and worked directly with Chi Linh City to propose solutions, and at the same time guided the locality to complete related procedures to submit to superiors to resolve problems in accordance with the provisions of law.
It is known that Bac Giang province is also actively speeding up the construction progress of Dong Viet bridge. Construction units have focused all resources and equipment to strive for the Dong Viet bridge project to be completed 4 months earlier, expected to be completed around September 2024. Therefore, the project of the road leading to the bridge on the Chi Linh city side must be urgently constructed to avoid affecting the progress of the entire project.
The Dong Viet bridge approach road in Chi Linh city is more than 5 km long, the starting point (km8+590) is in Hung Dao commune and the end point (km13+887.5) intersects with National Highway 37 in Cong Hoa ward. The entire Dong Viet bridge project, when completed, will contribute to gradually completing the northern traffic system of the province, exploiting land funds to serve the development of tourism and regional services, promoting the socio-economic development of Chi Linh city in particular and the two provinces of Hai Duong - Bac Giang in general. |
