At the end of October 2024, the project to build the Tan An approach road and bridge connecting Chi Linh city with Nam Sach district and the project to build the Van approach road and bridge connecting Kinh Mon and Chi Linh city were officially implemented.

Land acquisition for the two projects is quite complicated because the acquired land area is large and mixed with many types of land such as agricultural land, residential land, graves...

However, with determination and methodical approach, Chi Linh quickly completed the task of clearing the land to implement these two projects.

The Van bridge and road construction investment project needs to reclaim nearly 214,000 m²of 466 plots of land with 256 organizations and households. Within just 2 months, the People's Committee of Chi Linh City has completed site clearance for 238 households with agricultural land, especially 4 households with 19 graves have agreed to move immediately to hand over the site to the project construction unit.

As of March 9, 233/256 organizations and families have received compensation and handed over the site to the construction unit for 2.8 km. For the remaining 0.8 km, the City Compensation and Site Clearance Council has established a public plan for households. The City People's Committee strives to complete site clearance and hand over the entire route to the construction contractor in March, 9 months ahead of schedule.

The Tan An Bridge and Approach Road Construction Investment Project must reclaim more than 165,000 m²land. Also within just 2 months, the City People's Committee has completed site clearance for 109 households with agricultural land and 9 households with 21 graves. Up to now, the city has handed over 2.4 km, about 0.2 km related to 1 organization and 3 households, the City People's Committee strives to complete the compensation and support plan in March. With this project, Chi Linh City has also exceeded the progress of site clearance as committed to the province by more than 3 months.

In addition to the above two projects, many large projects of the province implemented in the area have also been resolutely resolved by Chi Linh City to soon complete site clearance. Typically, the road projects to the Con Son - Kiep Bac relic site (section from National Highway 37 to Con Son Pagoda); the road to the Con Son - Kiep Bac relic site (half of the left route from An Linh intersection to Dau Rong intersection), urban area projects, residential areas...

"When we were explained, informed and understood the benefits of the projects and works put into use for the locality, we all agreed to implement them. Immediately after agreeing on the compensation plan, my family moved our assets, promptly handed over the exact area of ​​recovered land and there was no obstruction at all," said Mr. Tran Van Hai in Tuong residential area, Van An ward - a household whose agricultural land had to be recovered to serve the Tan An approach road and bridge project.

Determination from difficult things

At the first conference of the year on building a public investment scenario for 2025, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, noted the difficulties in capital disbursement. He noted that moving graves is one of the most difficult tasks in site clearance, which can create bottlenecks.

One of the good ways in Chi Linh is to choose land clearance - a task considered difficult to do breakthrough work, the theme of the year's work.

For example, in Van An ward, where there is an area of ​​land that needs to be recovered to serve the project of building the Tan An approach road and bridge. The ward Party Committee directed the sectors and organizations to resolutely implement in the spirit of "5 clear". "The ward established propaganda and mass mobilization teams to go directly to residential areas to propagate and mobilize people. Up to now, the locality has completed the site clearance to serve the project", said comrade Nguyen Tien Hien, Secretary of the Van An ward Party Committee.

Site clearance is also a complex and sensitive task because it involves the rights and direct interests of many individuals and organizations. Therefore, choosing site clearance as a key and breakthrough task in Chi Linh requires the determination of the political system and the consensus of the people.

"The heads of Party committees, units and localities are responsible for the results of the land clearance work of their localities and units. Cadres and Party members must set an example first. Departments, offices, agencies and units of the City People's Committee, People's Committees of communes and wards must have an innovative and breakthrough mindset with high determination, great efforts and drastic actions in the spirit of 5 clear. Localities must promote the dissemination of legal knowledge about land to all classes of people to receive the consensus of the people", said Mr. Nguyen Van Thuong, Vice Chairman of the People's Committee of Chi Linh City.

The fact that Chi Linh quickly mobilized households to move graves to hand over the land in the above projects was thanks to the city's good work in mass mobilization. During the process of site clearance, the locality focused on implementing democratic regulations well: holding meetings to announce the project's policy, scale, acceptance, explanation, and effectiveness. Minutes were taken of all meetings, and minutes of the meeting were signed, minutes of the land donation commitment, and handover of the land. In cases of disagreement, the locality sent representatives of leaders and officials of mass organizations to each household to focus on propagating, mobilizing, and disseminating policies and laws on land, compensation and support, and clarifying the purpose and significance of the project...
