In Hai Duong, there are still many land plots that the province has reclaimed from enterprises in prime locations, which are "golden inches" but have not been resolved, and are being left fallow, causing waste of land resources. From today, March 26, Hai Duong electronic newspaper has published a series of articles "Removing obstacles to auction land plots recovered from enterprises" reflecting the above situation.
Through the reporter's investigation, many land plots of production and business activities of enterprises were previously recovered by Hai Duong province and handed over to the Land Fund Development Center (Department of Natural Resources and Environment) to receive, manage, and plan to put the land into use. However, due to many problems, although located in prime locations, many land plots that have been recovered for many years still have no treatment plan and are left fallow.
Abandoned land in the middle of a bustling city
Traveling along National Highway 5 through Cam Thuong Ward (Hai Duong City), passersby cannot help but feel regretful when witnessing a large plot of land with a 3-storey building right next to Hoang Ngan service road that has remained “closed” for several years, with its doors and locks locked, deserted and quiet inside. This plot of land is more than 2.4 hectares wide, and was previously the site of the Hai Duong Construction Materials Factory Project of Viglacera Tu Son Joint Stock Company.
Since September 2021, the Provincial People's Committee has decided to reclaim this land and hand it over to the Land Fund Development Center under the Department of Natural Resources and Environment for management because the land lease term has expired and the enterprise has not been granted an extension as prescribed. The Provincial People's Committee requests Viglacera Tu Son Joint Stock Company to fully comply with regulations, coordinate with the Department of Natural Resources and Environment, Hai Duong City People's Committee, Cam Thuong Ward People's Committee and related units to hand over the reclaimed land and related documents as prescribed.
Also in Hai Duong City, not far from this land, more than 1 hectare of land adjacent to Ngo Quyen Street in Thanh Binh Ward has been abandoned for many years. Here, there is an unfinished house frame that has deteriorated, surrounded by overgrown grass. This is the land that the province leased to International Food Industry Company Limited to implement the Thanh Dong high-end hotel service project since 2004. After many years of not being able to implement the project, the enterprise proposed to terminate the project ahead of schedule and return the land to the province. In August 2020, the Provincial People's Committee decided to terminate the above project and revoke the investment certificate granted to the enterprise. In April 2022, the Provincial People's Committee decided to reclaim the land of this company and hand it over to the Land Fund Development Center for management according to regulations. At the same time, the Land Fund Development Center is required to coordinate with the Hai Duong City People's Committee and related units to continue clearing the remaining 2,000 m2 of land and manage it according to regulations.
Currently, in this area, the Provincial People's Committee has approved the policy of selecting investors to implement the project of high-rise apartment and mixed-use housing, but there is still an area that has not been compensated and cleared. The Department of Natural Resources and Environment is directing the review. Thus, for nearly 20 years, more than 1 hectare of "frontage" urban land has remained abandoned, unable to promote land use efficiency.
According to the investigation of Hai Duong Newspaper reporters, in Hai Duong City, there are many other land plots that enterprises are using ineffectively or no longer need and have requested to return to the State. The Provincial People's Committee has decided to reclaim them but they have not yet been put into use. For example, the land plots reclaimed from the following companies: Road 240 Joint Stock Company in An Thuong Commune; Hai Duong Clean Water Business Joint Stock Company in Pham Ngu Lao Ward; Hai Duong Livestock One Member Co., Ltd. in Tu Minh Ward; of HD Bank Hai Duong Branch on Bach Dang Street, Tran Phu Ward...
Land in communes and wards is also overgrown with grass.
Not only in Hai Duong city, many lands that the province has reclaimed from enterprises in other communes, wards and towns in the province are also left abandoned and overgrown with grass.
A typical example is the land area of more than 1.9 hectares, which was previously the expert area of Vicem Hoang Thach Cement One Member Co., Ltd. in Tan Dan Ward (Kinh Mon). This land was reclaimed by the province in early 2016. In May 2020, the Provincial People's Committee assigned the Department of Natural Resources and Environment to direct the Land Fund Development Center to coordinate with Vicem Hoang Thach Cement One Member Co., Ltd. and related units to dismantle assets, hand over the expert land area; complete documents and procedures on land to organize an auction of land use rights for a 50-year lease in the form of paying land rent at once for the entire lease period. The completion time is in June 2020. However, it has not been implemented yet due to many problems.
In addition to this land, in Kinh Mon town, there are 4 other land plots of enterprises previously recovered by the province with a total area of more than 5 hectares in Phu Thu and Minh Tan wards that are still being wasted and have not been put into use.
Similarly, in Cam Giang district, nearly 7,700 square meters of non-agricultural production land of Vinafood I Hai Duong Joint Stock Company in Tan Truong commune and Cam Giang town was reclaimed by the province from 2022 because the enterprise no longer needed to use it, and grass is still growing above the head.
In addition to the above localities, many other land plots in Ninh Giang, Kim Thanh, Nam Sach districts, Chi Linh city... have been recovered by the Provincial People's Committee for many years and assigned to the Land Fund Development Center for management, planning for use, reporting to competent authorities for consideration and decision, but up to now there has been no specific plan. Land resources are being wasted, not being able to promote their use value, while local revenues are still difficult.
