On the morning of May 17, the Ministry of Justice organized a review of the implementation of the Law on Judicial Expertise and the Project to continue innovating and improving the effectiveness of judicial expertise activities.

The conference took place in person and online with 63 provinces and centrally-run cities. Deputy Minister of Justice Mai Luong Khoi chaired the conference.

Attending the conference at Hai Duong province were the Director of the Department of Justice and leaders of a number of relevant departments and branches.

Speaking at the opening of the conference, Deputy Minister of Justice Mai Luong Khoi said that the conference was organized to comprehensively assess the results achieved, shortcomings, limitations, identify causes, and lessons learned. From there, solutions were proposed and recommendations were made to competent authorities to improve the law on judicial appraisal in general, amend the Law on Judicial Appraisal in particular; continue to implement the tasks of the Project to meet the requirements of practice...

The Law on Judicial Expertise was passed by the 13th National Assembly and took effect from January 1, 2013. After nearly 12 years of implementing the law, judicial expertise has had positive changes, becoming more systematic and effective, especially in areas with specialized expertise organizations and experts such as forensic medicine, forensic psychiatry, criminal techniques, and other areas such as banking, finance, construction, resources and environment, etc.

In response to the need to improve the quality of judicial appraisal activities in general, especially in serving the fight against corruption, economic corruption, and judicial appraisal work, the conference delegates said that it is necessary to evaluate and study to amend and supplement legal provisions to suit the new situation. In particular, focusing on a number of contents: consolidating, developing, and improving the quality of the judicial appraisal team and the judicial appraisal organization system; innovating, improving the quality and effectiveness of judicial appraisal activities; enhancing the effectiveness and efficiency of state management; enhancing the responsibility of competent agencies conducting proceedings for judicial appraisal work.

After 5 years of implementing Project 250, the work of judicial appraisal has basically achieved the set goals and contents, with 12/15 ministries and ministerial-level agencies issuing procedures and time limits for appraisal. The system of public judicial appraisal organizations has been consolidated and improved. The Government has issued a regime to extend the working time for forensic and forensic psychiatric appraisers. There have been 1,039,615 appraisal cases that have basically met the requirements of litigation activities in a timely manner. Many ministries, branches and localities have paid attention to and effectively implemented the tasks of state management of judicial appraisal.

At the conference, delegates also pointed out the obstacles, difficulties and limitations in implementing the Project such as: some appraisal procedures have not been issued yet; facilities and equipment in most forensic units nationwide have gradually received investment attention but are still limited, not commensurate with the scale and assigned functions and tasks...

Besides, judicial appraisal activities have not been widely recognized, reflected effectively and need to be actively used by organizations and citizens to protect their legitimate rights and interests.

Delegates hope that in the coming time, the Ministry of Justice needs to strictly manage the number of judicial experts and judicial experts on cases. Organize judicial experts to regularly connect, strengthen training, foster specialized expertise, professional skills and legal knowledge on judicial expertise, specialized knowledge to increase the number and quality of judicial experts. At the same time, organize annual training and experience exchange for officials, judicial experts, judicial experts on cases in each specialized field.
