Resolving issues related to the land lot that Ebara Pump Company once rented in Hai Duong City

Ebara Pump Company was leased nearly 8,000 m2 of land in Nguyen Trai Ward (Hai Duong City) by the Provincial People's Committee to carry out a pump manufacturing project. The project's operating period is 35 years from December 23, 1995.

From 2007-2009, Hai Duong province had a policy of relocating a number of enterprises out of the center of Hai Duong city, including Ebara Pump Company. The enterprise rented a plot of land in Lai Cach Industrial Park (Cam Giang) to build a new factory. By March 2016, the company had completed the relocation of the factory. The enterprise requested the province to determine the compensation value and support for the relocation of the factory. At the same time, it provided the company with a basis for calculating land rent, approved the company to pay land rent from April 2011 to April 2016 and exempted land rent from May 2016 until the completion of compensation and relocation support. Currently, Ebara Pump Company still manages the above land but does not have a land lease contract, the assets on the land of the enterprise still exist.

Chairing the meeting, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, emphasized that the long-standing problems of Ebara Pump Company were largely due to subjective reasons, due to consulting errors of the Department of Natural Resources and Environment and shortcomings in leadership and direction of the Provincial People's Committee in the period 2011-2016.

The Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the Department of Natural Resources and Environment to coordinate with relevant agencies and units to review the project in general, based on legal regulations to propose appropriate solutions. The Hai Duong City People's Committee urgently completes the detailed planning in this area to have a basis for implementing site clearance to implement the project in the city center. Only then will there be a basis for considering compensation and support for the relocation of the Ebara Pump Company's factory. The Hai Duong City will inspect the operations on the above land from 2016 to present, whether or not there is a situation where the enterprise is not operating but is leased to another unit, and advise the Provincial People's Committee on a solution.

The June meeting of the Provincial People's Committee (6th time) also considered the proposal to add a section of about 6.8 km belonging to the project to upgrade and expand National Highway 37 (Chi Linh) with the central ministries and branches; resolved problems related to the land plot that Ebara Pump Company once rented in Hai Duong City; detailed regulations on criteria for awarding the titles of "Cultural Family", "Typical Commune, Ward, Town" in the province; a proposal to issue a Resolution to change a number of contents on collection levels, collection, payment, management and use of a number of fees and charges stipulated in Resolution No. 17/2016/NQ-HDND dated October 5, 2016, Resolution No. 06/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council; the plan to select contractors for procurement estimates under the approval authority of the Chairman of the Provincial People's Committee. The meeting also discussed the suspension of the Project on Construction of Infrastructure for Concentrated Aquaculture Areas in Cam Giang, Kinh Mon, Tu Ky, Gia Loc districts; the granting of mineral exploration licenses in Trai Tuong Mountain (Chi Linh); and adjustments to the auction plan for land use rights and assets on land at land plot No. 167 Bach Dang (Hai Duong City).
