Innovation in training militia and self-defense forces

This year's training season for the militia and self-defense forces (DQTV) took place in the context of the complicated developments of the Covid-19 pandemic, but the units proactively overcame difficulties and actively innovated training content and methods.

Overcoming difficulties

During the second-year training inspection for the militia force at the end of March, the Lai Cach Town Military Command was highly appreciated by the Cam Giang District Military Command for its efforts and creativity in training. Mr. Luu Van Thuy, Commander of the Lai Cach Town Military Command, said that the training for the militia force was organized at a time when the locality was struggling to prevent the Covid-19 epidemic. However, with high determination, the collective of officers and soldiers in the town overcame difficulties to successfully complete the training plan. "To ensure the quality of training, this year we organized training from simple to complex, dividing the force into teams and groups for practice. Comrades with good experience and skills were assigned as team leaders, directly participating in training, and also imparting experience and guiding new participants. During the training process, officers from the District Military Command regularly came down to monitor, guide, and adjust the contents that we were weak at or had not implemented correctly. Therefore, the quality of training was improved," said Mr. Thuy.

This year's training season, Minh Tan Ward (Kinh Mon) encountered many difficulties due to the impact of the epidemic, but the Ward Military Command has proactively overcome and innovated training methods to suit the actual situation. Based on the general training content according to regulations for the subjects, the Ward Military Command also developed a plan to be ready to train in accordance with the epidemic conditions such as training zones to avoid large gatherings, online teaching for political education content. In the content of political education, there is also a clear innovation in methods, shifting from reading and writing to presentations, clarifying key issues, increasing openness. The Ward Military Command also introduced the form of teaching by projector into training, creating liveliness and appeal when the content is shown with many illustrative images. Regarding practical content, in addition to investing in facilities and updating teaching aids, after each training session at the training ground, the teaching staff often spends 30-45 minutes to provide additional training for those who are still weak and have not yet performed correctly. Thanks to that, the number of participants in this year's training has reached 90%; 100% met the requirements when tested, of which 78% achieved good or excellent results.

To overcome the limitations in the content of lesson plans and training lectures, this year before entering the training season, the Party Committee and People's Committee of Long Xuyen Commune (Binh Giang) organized an inspection of the preparation of lesson plans, methods, and training content of the teaching staff as well as the training grounds, training grounds, and teaching aid models. During the training process, the Party Committee and the Commune Military Command organized visits and encouraged the soldiers. At the end of the training, the locality allocated a part of the budget to promptly reward and encourage the militia comrades with good achievements. Thereby, the number of soldiers participating in this year's training reached 90%, 100% met the requirements when tested.

Quality first

A new feature in this year's training is that the Provincial Military Command organized a contest on militia law. This is the first time Hai Duong has organized a contest after the 2019 Law on Militia and Self-Defense took effect (from July 1, 2020). Through the contest, it helps to raise awareness and understanding of militia law and the capacity to practice militia work of military officers at all levels.

In addition, before entering the training season, the Provincial Military Command also organized a competition to display teaching aid models. Units have paid attention to investing in facilities, renewing many models, especially the movement of initiatives to improve teaching aid models has been promoted in units. In 2021, the whole province has more than 10 improved models. Many models and initiatives applied in training not only help save costs but also improve the quality of training such as command flags, helmet lights, line signs, target systems for night-time militia and self-defense tactical training; target systems for testing AK shooting lesson 2 at night... The local Military Commands have proactively advised Party committees and authorities to focus on leadership, direction, and attention to the training team; before, during, and after the end of training, localities have organized visits and encouraged officers and soldiers, promptly commending and rewarding officers and soldiers with high achievements in training.

Lieutenant Colonel Cao Xuan Thanh, Deputy Chief of Staff of the Provincial Military Command, said that despite many difficulties, with the attention of Party committees and authorities, the Military Commands of districts, cities and towns have strictly followed the training plan for militia and self-defense forces, with many innovations in training work. In addition to implementing basic training programs, units also organized thematic activities to deepen the training content. Up to now, localities have completed the first training session for militia and self-defense forces, with the participation rate reaching over 85% (2% higher than last year); 100% met the requirements, of which the rate of good and excellent reached 75%.
