Specifically, the local adjustment location belongs to the existing land area of ​​the K132 Petroleum Depot and its vicinity. The north borders the planned road and Nam Cuong Hotel, the south borders Pham Van Dong Street, the west borders Tan Trao Street, and the east borders Vo Nguyen Giap Street. The scale of the area studied for local adjustment is 6.59 hectares. The population size in the adjusted area is forecasted to be a maximum of 1,920 people.

In the 2.84 ha of residential land, there are 0.51 ha of social housing land, with a maximum construction density of 50%, with a maximum building height of 15 floors (excluding basements and attics), with 1-2 basements for parking and technical infrastructure. The remaining 2.33 ha is adjacent low-rise housing land, with a maximum construction density of 90%, with each building having a maximum height of 5 floors (excluding basements and attics). If necessary, no more than 1 basement can be arranged.

In addition, the local adjustment area adds 0.4 hectares of mixed-use land for housing and services, with commercial services, apartments, offices for rent... The building is up to 25 floors high (excluding basements and attic floors), with 2-3 basements.

Regarding technical infrastructure, the local adjustment area will supplement the planning of underground parking lots to meet internal traffic and parking needs; supplement the planning of internal roads with widths of 15.5 m, 17.5 m, 20 m...

This is the first time the Provincial People's Committee has decided to adjust the planning of this area. The local adjustment of the Tu Minh ward zoning plan aims to concretize the Adjustment of the General Planning of Hai Duong City to 2040, orienting the renovation and embellishment of the existing area, enhancing the urban architectural landscape, synchronously connecting with the general technical infrastructure and social infrastructure system. Forming a housing group, including service works, mixed high-rise buildings, low-rise housing and social housing, providing new residential land funds, public services, exploiting and improving land use efficiency, serving the interests of the community.

On April 26, 2013, the Provincial People's Committee issued a decision approving the adjustment of the zoning plan and construction management regulations according to the zoning plan of Tu Minh ward, scale 1/2000.
