On the morning of June 10, implementing the direction of the Standing Committee of the Provincial Party Committee, the Propaganda Department of the Hai Duong Provincial Party Committee coordinated with the Standing Committee of the Nam Sach District Party Committee to organize an incense and flower offering ceremony to celebrate the 84th anniversary of the founding of the Hai Duong Provincial Party Committee (June 10, 1940 - June 10, 2024).
Comrade Nguyen Quang Phuc, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, along with leaders and officials of the Provincial Party Committee's Propaganda Department, leaders of Nam Sach district and Hop Tien commune offered incense and flowers.

In a solemn atmosphere, comrades offered incense and flowers at the stele house where the Hai Duong Provincial Party Committee was established in Hop Tien commune. This is where the Hai Duong Provisional Provincial Party Committee, the predecessor of the Hai Duong Provincial Party Committee, was established.
Visiting the stele house, Comrade Nguyen Quang Phuc, Head of the Provincial Party Committee's Propaganda Department, suggested that the leaders of Nam Sach district consider and review the policy of renovating, upgrading and expanding the stele house, aiming to welcome the 18th Hai Duong Provincial Party Congress, term 2025 - 2030.
Here, on June 10, 1940, the Conference to establish the Hai Duong Provincial Party Committee took place at the house of Le Thi Thanh, Ta Xa village, now Hop Tien commune (Nam Sach). Inter-province B appointed the provisional Provincial Party Committee consisting of comrades: Nguyen Manh Hoan, Chu Thi Kim Son and Nguyen Tan Phuc. Comrade Nguyen Manh Hoan was appointed as Secretary. This event marked the birth of the Provincial Party Committee and opened a new turning point for the revolutionary movement in Hai Duong.

The delegates also offered incense at Dinh Dau, Dau Ben village, Hop Tien commune. This is where the Ta Xa Self-Defense Team was established. In August 1940, the Ta Xa Party Cell held a conference at Dinh Dau, attended by Provincial Party Secretary Nguyen Manh Hoan. The conference agreed to establish the Ta Xa Self-Defense Combat Team consisting of more than 40 comrades to protect the Party agency, with comrade Le Van Dan as Team Leader.
