Thuy Ta Restaurant, the old Golf 3 Hotel and Bao Dai Palace I are famous tourist structures in Da Lat, which recently caused a stir in public opinion when they were auctioned off for business purposes.
On April 5, the People's Committee of Lam Dong province said that the province has assigned the Department of Finance to preside over and coordinate with relevant units to consider the proposal of the People's Committee of Da Lat city on the progress of processing auction dossiers of some famous works of the city, and propose to the province before April 20, 2024.
These are Thuy Ta Restaurant, the old Golf 3 Hotel and Bao Dai Palace I, which have been the subject of much information and public opinion in recent times.
According to report No. 1698/BC-UBND of the People's Committee of Da Lat city, Thuy Ta Restaurant at No. 1 old Yersin has a land area of nearly 3,900m2, floor area of 267.8m2, belonging to commercial service land (restaurant and food business).
Implementing the direction of the Provincial People's Committee, Da Lat city has reported and proposed again the starting price for the 10-year lease auction of houses and land at Thuy Ta restaurant, expected to be over 3,645 billion VND, higher than the starting price approved by the Provincial People's Committee in Decision 1441/QD-UBND dated July 27, 2023.
For the address of Golf 3 Hotel (old) at 4 Nguyen Thi Minh Khai, the land area is 1,942m2, floor area is 6,118m2; purpose of use: commercial service land (tourism service business).
On December 12, 2023, Lam Dong Province Property Auction Service Center announced the results of the auction for leasing this location as "not eligible to lease the property, because at the auction there was only one customer participating in the bid to lease the property."
The City People's Committee proposes that the Provincial People's Committee agree to allow the Provincial Property Auction Service Center to promptly issue listings, notices, and regulations for the third auction according to current auction regulations.
Regarding the address of Dinh I Bao Dai No. 1 Tran Quang Dieu, on January 17, 2024, the Provincial People's Committee issued Document 528/UBND-XD on handling the petition of Hoan Cau Da Lat Joint Stock Company. Accordingly, the Provincial People's Committee did not consider the petition contents according to the application of Hoan Cau Da Lat Joint Stock Company (currently renting and conducting tourism business at this location) because it is not under the jurisdiction of the Lam Dong Provincial People's Committee.
On June 7, 2022, the People's Committee of Lam Dong province issued a decision to assign the Department of Natural Resources and Environment to prepare procedures to hand over 158,632m2 of land area recovered from leasing to Hoan Cau Da Lat Joint Stock Company, and prepare procedures to revoke the land use right certificate.
Up to now, the Department of Natural Resources and Environment has issued a third invitation, requesting land recovery and requesting the company to hand over the land, however, the land recovery has not been completed, and the company is still using the land for business activities.
The company continues to have a written request for re-processing. The City People's Committee also recommends forcible confiscation of land and forest to hand over to Da Lat city according to the current situation for state management...
The above constructions are very famous as tourist attractions of Da Lat city. Thuy Ta Restaurant once "caused a storm" in public opinion when it organized an auction for lease for business on October 30, 2023, a customer raised the auction price to more than 15 billion VND/year, while the starting price was only 3.04 billion VND/year.
However, after winning the auction, this customer declared that he would not invest in Thuy Ta restaurant because "he was not allowed to change the name Thuy Ta to HV."
Bao Dai Palace I is also a very famous tourist destination in Da Lat city. Previously, for a long time, the Palace I complex was abandoned, leading to serious degradation in many works and items.
Since late 2014, after reaching an agreement with the People's Committee of Lam Dong province to lease for a period of 50 years, Hoan Cau Da Lat Joint Stock Company has invested 700 billion VND, renovating some items into a high-class resort and opening the gate for visitors.
In 2020, the Government Inspectorate pointed out violations in the People's Committee of Lam Dong province leasing Dinh I without auction and requested its recovery.
Following the conclusion of the Inspection, in 2021, the People's Committee of Lam Dong province issued a document to terminate the King Palace project at Dinh I. The Department of Planning and Investment of Lam Dong province also revoked the investment certificate and suspended the project.
However, Hoan Cau Da Lat Joint Stock Company said it had invested hundreds of billions of VND in the project. Meanwhile, the Lam Dong Provincial Department of Finance calculated that the proposed compensation of 58.6 billion VND was not enough.
Therefore, the company has not agreed to the land recovery and termination of the land lease contract, so the People's Committee of Da Lat city cannot conduct a bidding to re-lease this location.
