Binh Giang police dismantle sophisticated drug trafficking ring

Through understanding the situation and managing the area, Binh Giang District Police discovered that Pham Trung Tinh (born in 1983, residing in Nhan Kiet village, Hung Thang commune) and Vu Van Hai (born in 1991 in Ho Lien village, Vinh Hung commune, both in Binh Giang district) had signs of suspected illegal drug trafficking, causing negative impacts on local security and order.

To verify and clarify the activities of Tinh and Hai, the District Police directed experienced detectives in the fight against drug crimes and applied synchronous professional measures to grasp the activities and collect information and documents of the subjects.

Through investigation, Binh Giang District Police determined that Tinh did not have a stable job and was an illegal user of heroin and methamphetamine. In 2018, Tinh was recorded by Binh Giang District Police and sent to a compulsory drug rehabilitation facility. Tinh had relationships with many drug users inside and outside the area, especially frequently going to Quan Toan area (Hai Phong City) to meet and buy synthetic drugs in the form of crystal meth. Tinh went to buy drugs alone, frequently changing the means of transport, route, time, and location of drug purchase. After buying drugs, Tinh brought them home and divided them into small bags to sell for profit.

Hai has a university degree and is currently working as a worker in an industrial park in the province. Hai is also a user of crystal meth. Tinh and Hai have known each other since early 2023. Out of respect and greed, Hai helped Tinh sell drugs and was paid 100,000 VND/bag. Hai also only sold drugs to acquaintances.

Tinh and Hai sold drugs with sophisticated and cunning methods, with discussion, division of roles, and close collusion.

Determined to destroy this ring, Binh Giang District Police established a special case. On the afternoon of December 29, 2023, Binh Giang District Police determined that Tinh bought a large amount of crystal meth and brought it home, dividing it into many small packages. The next day, Tinh gave Hai about 20 bags of drugs to sell, and Tinh hid the rest at home to sell for profit.

At about 4:00 p.m. on December 31, 2023, in front of his house, Hai sold a bag of drugs to a user for 500,000 VND. Then, he transferred 400,000 VND to Tinh. At about 5:10 p.m. on the same day, a subject named V.D.T. came near Tinh's house and was sold a bag of drugs by Tinh for 500,000 VND. Immediately after selling drugs to V.D.T., Tinh went to Quan Toan area, while V.D.T. went to Nhan Kiet village cemetery to use.

Determining that this was the best time to arrest Hai and V.D.T. to prove and clarify Tinh's criminal behavior, the leader of Binh Giang District Police ordered to crack the case. At 5:25 p.m., at his residence, when Hai was hiding 18 bags of methamphetamine with a total weight of 2.219 grams, he was caught red-handed by the police. Hai confessed that he hid the drugs to help Tinh sell them. At the same time, at the cemetery in Nhan Kiet village, the police also caught V.D.T. in the act of illegally using drugs and seized related objects. V.D.T. confessed to buying these drugs from Tinh.

Searching Tinh's house, Binh Giang District Police seized many bags and packages containing heroin, methamphetamine and many tools and utensils used for illegal drug trading and use.

On the morning of January 6, 2024, Binh Giang District Police deployed a plan to approach and summon Tinh to work to fight and clarify the criminal act.

The Investigation Police Agency of Binh Giang District Police has decided to prosecute the case, prosecute the accused, and issue a temporary detention order against Tinh and Hai for the crime of illegal drug trafficking. The case continues to be investigated and expanded.
