Respect leadership through the example of cadres and party members

Leadership by example of cadres and party members is one of the important leadership methods of the Party in the condition of the Party in power.

For nearly 93 years, throughout the process of leading the revolution, our Party has always attached great importance to the role of cadres and party members in setting an example. Therefore, the Party has built a team of cadres and party members who are truly role models for the masses and people to follow.

However, at present, a number of cadres and party members, especially key leaders and managers at all levels, have not seriously implemented the role of setting an example. The situation of cadres and party members "saying is not consistent with doing", "saying one thing, doing another", lacking the spirit of being proactive and doing first; bureaucracy, individualism, group interests, corruption, waste, and the practice of seeking positions and power have not been prevented and pushed back. There is still a situation where a number of leaders and managers have the mindset of "being content with their lot", "peace is precious", seeing the right but not defending it, seeing the wrong but not daring to fight for it; afraid of responsibility, not daring to do, and shirking responsibility.

In village and residential area Party cells, most Party members are retirees, with a resting mentality, interested in politics, but affected by many social factors and many unofficial sources of information, negativity has arisen. A number of Party members have weak political will, limited pioneering and exemplary roles, even worse than the masses, and are in a state of following the masses; the spirit of self-criticism and criticism is weak, the sense of responsibility and will to strive is reduced; they live pragmatically; they degrade, "self-evolve", "self-transform", and violate Party principles and discipline.

The above situation has caused the people's trust in the Party to decline. Therefore, the need for cadres and Party members, especially key leaders and heads of all levels and sectors, to set an example has become even more urgent. Therefore, in just the past 10 years, our Party has issued many resolutions on Party building and rectification, and at the same time issued many regulations on the exemplary role of cadres and Party members...

In order for the Party's resolutions and regulations on setting examples by cadres and party members to be truly understood and thoroughly and seriously practiced, it requires that the issue of setting examples by cadres and party members, especially leaders, must create a breakthrough in thinking and action. Setting examples must be demonstrated in a specific and practical way from thought, awareness to action. Setting examples from small to large matters, from cadres and party members with high positions and positions to party members without positions. The higher the position, the more one must set an example first, must be truly exemplary. The leadership role, the pioneering nature, the exemplary nature of "above first, below last", "inside first, outside last", "party members go first, the country follows" are very important. This is considered a guiding principle and consistent action in demonstrating the exemplary nature of cadres and party members of the Party in the current period.
