A new point in the draft revised Law on Social Insurance is that electronic social insurance books will replace paper copies from 2026.
Specifically, in Article 24, the Ministry of Labor, War Invalids and Social Affairs proposes that from January 1, 2026, social insurance numbers will be issued electronically to social insurance participants. Paper social insurance books will only be issued upon request by employees.
The social insurance book contains basic personal information of the employee, records the payment, enjoyment and settlement of regimes according to the provisions of this Law.
Social insurance books are issued to each person in electronic and paper versions and have the same legal value and enforcement.
Social insurance book data is updated accurately and promptly, information is compared and managed according to regulations.
The Government shall specify in detail the above requirements and the roadmap for completing the issuance of electronic social insurance books.
Article 25 on electronic transactions in the field of social insurance also stipulates: Records and documents used in electronic transactions must comply with the provisions of law on electronic transactions. Electronic transactions in the field of social insurance have the same legal value and enforcement as traditional transactions.
During the Workers' Month, at the dialogues between workers and local authorities, many opinions suggested: When closing the social insurance book, the paper number is still sent to the company and then transferred to the Social Insurance Agency. The company closes and then transfers it back to the employee, or the employee has to come and get it. Confirmation of social insurance participation still needs to be sent to the Social Insurance Agency for a stamp, but the information extracted from VssID is not recognized. The electronicization process has also been implemented for a long time. The process of confirming with paper copies and not recognizing electronic data makes businesses and employees spend a lot of time handling administrative procedures.
