The national population database is one of six large interconnected national databases that the Prime Minister has decided to prioritize implementation since 2015.

On the afternoon of August 27, National Assembly Chairman Vuong Dinh Hue visited and worked at the National Population Data Center, Ministry of Public Security.

The delegation included Vice Chairman of the National Assembly Tran Quang Phuong and leaders of National Assembly agencies.

On the side of the Ministry of Public Security, there were General To Lam, Minister of Public Security, leaders of the Ministry of Public Security and officers and soldiers of Department C06, National Population Data Center.

The meeting took place a few days after the 42nd ASEAN Inter-Parliamentary Assembly (AIPA) concluded with a message about an ASEAN that values ​​digital transformation and digital economic development to expand development space and adapt to global issues such as the COVID-19 pandemic.

The national population database is one of the six large interconnected national databases that the Prime Minister has decided to prioritize since 2015. It is also the core data and foundation for building and developing digital government, digital parliament, administrative reform, and better serving the development needs of people and businesses.

Since March 2020, with a spirit of urgency, the Ministry of Public Security has deployed the National Population Database and the Project on production, issuance and management of citizen identification cards, the Ministry of Public Security, Department C06 and the National Population Data Center and completed it in July 2021.

During the implementation process, the Ministry of Public Security has reduced the initial budget by nearly 1,300 billion VND.

Up to now, the total population nationwide through current screening in the Population Database is more than 98 million with many different data fields, updated regularly, ensuring the criteria of "correct, sufficient, clean, living".

This is a particularly important data set to establish citizens' electronic identities, contribute to the implementation of national digital transformation, help the Party and State grasp the population situation, serve the promulgation of policies and planning on socio-economic development, and ensure national defense and security in the coming period.

In particular, the National Population Database has served the work of preventing and fighting the COVID-19 epidemic, such as deploying software to manage population in epidemic areas, contributing to quickly zoning and suppressing the epidemic, software to inject COVID-19 vaccines, verifying population information to deploy social security support packages quickly and accurately...

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue shared the efforts and sacrifices of the police force nationwide who are on the front line in preventing and fighting COVID-19 and ensuring social order and security for the people.

However, in the context of the COVID-19 pandemic causing unprecedented impacts and the fourth industrial revolution taking place extensively, the innovation of national governance towards modernization, promoting digital transformation, innovation, and application of science and technology is an inevitable trend. Our Party and State have had many policies and guidelines to promote the application of science and technology in all areas of economic and social life.

At the AIPA-42 General Assembly, which just concluded online on August 25, the host country Brunei also chose the theme of digital transformation.

The COVID-19 outbreak is also a catalyst to promote digital transformation, thanks to which some countries in the world, such as the US digital economy and knowledge economy, increased 7 times in value in 2020. Countries are also very interested in digital transformation to support the prevention and control of COVID-19 and develop the post-pandemic economy.

The National Assembly Chairman stated that the National Assembly is building an e-Parliament and implementing digital transformation in its activities.

The Government is building an e-Government towards digital Government, digital economy, digital society, promoting administrative reform to create favorable conditions for people and businesses in socio-economic development.

To do this, there must be large databases that are connected and interconnected. The national population database is the core and foundation of large databases.

The completion of the National Population Database project and the Citizen Identification Card Production, Issuance and Management project on schedule by July 2021 is a very impressive achievement and can be considered a typical lesson in current public investment.

The National Assembly Chairman stated that according to Article 10 of the Law on Citizen Identification, the national population database is a national asset. Therefore, it is necessary to manage, exploit, use and maximize the value of the national population database and citizen identification database, serving the country's socio-economic development in the spirit of Resolution 39 of the Politburo on improving the efficiency of management, exploitation, use and promotion of economic resources; continue to promote connection, interconnection, interaction and provision of online public services between the Government and ministries, branches, other management agencies, relevant political and social organizations, and at the same time connect with other national databases to effectively serve the tasks of socio-economic development and prevention and control of the COVID-19 pandemic.

In addition to serving state management, the national population database must also aim to serve the people better. Therefore, it is necessary to research and deploy applications to exploit and use the national population database, to increasingly better serve the needs of people and businesses, creating conditions for them to enjoy the benefits brought by science and technology through reforming administrative procedures and documents related to citizens and businesses, minimizing inconvenience and waste of time, effort, and social costs in performing tasks and procedures...

Effectively implement the Law on Residence (amended), prepare well for the abolition of paper household registration books, switch to electronic management through personal identification codes, and better ensure citizens' right to freedom of residence according to the provisions of law.

National Assembly Chairman Vuong Dinh Hue also assigned National Assembly agencies to coordinate with the Ministry of Public Security to study the utilities of the National Population Database to advise and directly serve the activities of the National Assembly in the fields of legislation, supervision and decision-making on important national issues.
