Prime Minister Pham Minh Chinh requested the Ministry of Planning and Investment to preside over and closely coordinate with the Ministry of Public Security to make the most of the National Population Database in the mid-term population and housing census.
Prime Minister Pham Minh Chinh has just signed Document No. 221/TTg-KSTT dated April 3, 2024 on exploiting the National Population Database to serve the mid-term population and housing census in 2024.
Specifically, regarding the mid-term population and housing census in 2024 according to Decision No. 03/2023/QD-TTg dated February 15, 2023 of the Prime Minister promulgating the National Statistical Survey Program, Prime Minister Pham Minh Chinh requested the Ministry of Planning and Investment to preside over and closely coordinate with the Ministry of Public Security to maximize the exploitation of the National Population Database in the mid-term population and housing census in 2024 according to the direction of the Prime Minister in Decision No. 06/QD-TTg dated January 6, 2022 approving the Project on developing applications of population data, identification and electronic authentication to serve the National Digital Transformation in the period of 2022-2025, with a vision to 2030, ensuring savings, efficiency, avoiding waste of resources, reducing investment costs and convenience for people.
According to the General Statistics Office, the 2024 mid-term population and housing census will be conducted from April 1.
According to the plan, the mid-term survey aims to collect information on population and housing as a basis for assessing the implementation of the Socio-Economic Development Plan for the 2021-2025 period; developing policies and planning population and housing to serve the formulation of the Socio-Economic Development Plan for the 2026-2030 period; and monitoring the implementation of the United Nations Sustainable Development Goals to which the Vietnamese Government has committed.
The 2024 mid-term population and housing census will be conducted nationwide in 63 provinces and centrally run cities, including all districts, towns, and provincial cities (counties) except for 4 small island districts (Bach Long Vy, Hai Phong city; Con Co, Quang Tri province; Hoang Sa, Da Nang city; Truong Sa, Khanh Hoa province).
The subjects of the survey include: households (including information on the household's housing); actual permanent population of households (including those in the armed forces, foreigners currently eating and sleeping at the household), excluding those living in areas under the exclusive management of the military and police.
The survey unit of the 2024 Intercensal Population and Housing Census is the household. A household consists of one person living and eating separately or a group of people living and eating together. For households with 2 or more people, the members of the household may or may not be related by blood, marriage, or adoption; and may or may not have a common income and expenditure fund.
The data collection period for the 2024 Intercensal Population and Housing Census is from April 1 to April 30, 2024.
The 2024 Intercensal Population and Housing Census uses a face-to-face interview method. Enumerators visit each household to ask information providers and record all responses on an electronic questionnaire designed on a smart mobile device (CAPI).
In some special cases, for survey subjects who cannot be directly approached or cannot be approached many times, the Director of the General Statistics Office decides to choose the appropriate information collection method by sending paper or electronic forms (CAPI or webform) for survey subjects to provide information themselves.
