Regarding the implementation of the Project on Developing the application of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), the leader of the Ministry of Transport informed that, up to now, the Ministry has completed all 4 tasks including: Sharing driver's license data, sharing vehicle registration data; providing online public services for changing driver's licenses; connecting the Ministry of Transport's administrative procedure settlement system with the national database on population; building a digital warehouse of administrative procedure results.

Specifically, the Ministry of Transport has completed the construction of a shared database of driving licenses with more than 34.7 million driving licenses; completed the matching of 33.5 million driving licenses with the National Population Database; and integrated 9.8 million pieces of information into the VNelD application.

With vehicle registration data sharing, the Ministry of Transport has completed a shared database of road motor vehicles with more than 5.2 million vehicles; completed the integration of more than 716,000 vehicles with the vehicle registration database and the National Population Database.

Regarding the provision of online public services for driver's license renewal, the Ministry of Transport has completed the nationwide expansion from November 14, 2022, completed connecting 1,191 medical facilities, and to date, 78,000 records have been processed online.

Mr. Nguyen Xuan Cuong, Director of the Vietnam Road Administration, said that the implementation of online driver's license renewal has contributed to simplifying and reducing paperwork procedures, saving time and costs in handling administrative procedures for driver's license renewal. On average, for accommodation and travel of people in remote communes about 300 km from the city center, each driver's license renewal application done online saves about 700,000 VND.

“The construction and completion of the above database system will lay the foundation for completing shared databases on vehicles, vehicle operators, and businesses operating in the transport sector and deploying online Public Services at levels 3 and 4 on the National Public Service Portal; ensuring the synchronization, accuracy, objectivity, and modernity of the database system; and improving the quality, effectiveness, and efficiency of State management,” Mr. Nguyen Xuan Cuong emphasized.

According to the leader of the Information Technology Center of the Ministry of Transport, the strong implementation of population data application in the operation of the transport sector has demonstrated the determination of the leaders of the Ministry of Transport to transform the management and operation of the sector based on digital data, to serve people and businesses.

Deputy Minister of Transport Nguyen Danh Huy acknowledged: The implementation of e-Government construction and digital transformation of the Ministry of Transport in recent times has achieved certain results.

Specifically, the Ministry of Transport has completed reviewing and supplementing 79 online public services. Currently, the Ministry's Public Service Portal is providing 319 services/418 administrative procedures (reaching a rate of 76.3%); including 170 full-process public services (53.3%), 149 partial public services (46.7%).

In the 11 months of the year, the information technology systems of the Ministry of Transport (including systems deployed to transport departments) received and processed 488,279 records (equivalent to 2022); of which, 457,439 records were online (93.6%).

In addition, the Ministry of Transport has completed 5/6 targets assigned by the Government on providing online Public Services, but still has not met the target of the rate of payment records on the National Public Service Portal over the total number of payment transactions of public services reaching a minimum rate of 30%.
