Digital transformation, applying technology to Party activities

On the morning of October 13, in Hanoi, the Party Committee of the Central Agencies Bloc held a training conference on the operation of the electronic Party Member Handbook for Party Committees under the Party Committee of the Bloc.

At the Conference, Standing Deputy Secretary of the Party Committee of the Bloc Lai Xuan Lam emphasized that digital transformation is one of the very important contents to concretize one of the three strategic breakthroughs set forth by the Resolution of the 13th National Party Congress.

Building and developing Digital Government, Digital Economy, Digital Society is one of the core contents throughout socio-economic development, improving productivity, quality, efficiency, competitiveness of the economy, and shortening the development process.

Emphasizing the Party's policies and guidelines on information technology development, the Standing Deputy Secretary of the Party Committee of the Bloc said that one of the three breakthroughs in the Resolution of the 13th Party Congress of the Bloc, term 2020-2025, is "Focusing on prioritizing leadership of research, consulting and proactively participating in the implementation of the 4th Industrial Revolution in the spirit of Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo."

To specify the Resolution of the 13th Party Congress, Resolution XIII of the Party Committee of the Bloc, the Executive Committee of the Party Committee of the Bloc, term XIII, issued Resolution No. 05-NQ/ĐUK on the leadership of Party committees at all levels in the Party Committee of the Bloc of Central Agencies to implement digital transformation in Party activities in the period of 2021-2025, with a vision to 2030 (Resolution No. 05).

The goal of Resolution 05 is to "Comprehensively implement digital transformation into Party activities, including immediately applying and deploying a number of leadership and management methods based on data digitization to gradually form a digital ecosystem throughout the Party Committee to comprehensively promote Party work, enhance the ability to integrate, innovate and create in the Party Committee of the Bloc."

The construction and operation of the electronic Party Member Handbook in the Party Committee of the Central Agencies is one of the contents to concretize the Party's guidelines and policies, the State's policies and laws and the Resolution of the 13th Congress of the Party Committee of the Bloc.

As a new work content, the Party Committee of the Bloc determined that initially it would encounter a number of different objective and subjective difficulties and obstacles. However, with high determination and great efforts, the Electronic Party Member Handbook in the entire Party Committee of the Bloc will soon be operated effectively, helping each Party organization, especially the Party cell, to have a new technology platform to serve Party work conveniently, reduce administrative paperwork; manage cadres and Party members better and more systematically; Party members can access information faster, Party activities are more convenient...," said the Standing Deputy Secretary of the Party Committee of the Bloc.

The training on the operation of the electronic Party Member Handbook is an important initial step, further raising the awareness of Party committees at all levels, especially secretaries and standing committee members in the Party Committee of the Bloc, about digital transformation and digital transformation in Party work; thoroughly grasping and implementing digital transformation in Party work in the Party Committee of the Bloc; gradually operating and maximizing the outstanding advantages of the electronic Party Member Handbook in the entire Party Committee, making an important contribution to the work of building the Party Committee of the Bloc of Central agencies to become increasingly clean and strong.

At the Conference, Director of the Political Training Center of the Party Committee of the Bloc Pham Anh Thien said that the Electronic Party Member Handbook of the Party Committee of the Bloc is a technological solution to help digital transformation, improve the quality of activities of Party committees and Party organizations at all levels in the Party Committee of the Bloc of Central Agencies.

The electronic Party Member Handbook has main features such as digital transformation and application of information technology in studying, disseminating and propagating the Party's guidelines and policies, the State's policies and laws to Party committees, Party organizations and cadres and Party members; digital transformation and application of information technology in Party committee activities, Party cell activities and management and evaluation of Party committee members and Party members.

The electronic Party Member Handbook contributes to improving the quality and professional activities of Party committees and Party cells at all levels; improving the quality of looking up, searching and using Party documents on a digital platform.

At the Conference, delegates received documents guiding access and use; participated in research and contributed opinions to the draft Regulations on management, operation and use of the electronic Party Member Handbook of the Party Committee of the Bloc.
