The National Assembly's Supervision Program contributes to improving the effectiveness of state management.

On the morning of November 17, at the National Assembly House, an online conference was held to deploy the National Assembly and the National Assembly Standing Committee's Supervision Program for 2024. National Assembly Chairman Vuong Dinh Hue chaired the conference.

Contribute to improving the efficiency of state management activities

Speaking at the Conference, Deputy Prime Minister Tran Luu Quang affirmed that the supervision activities of the National Assembly and the National Assembly Standing Committee are important tasks that the Government and Prime Minister always pay attention to and direct relevant units to seriously implement.

Through monitoring activities, shortcomings have been detected, corrected and recommended measures have been taken to handle shortcomings, limit violations and improve institutions, contributing to improving the capacity and effectiveness of state management activities.

In 2023, the National Assembly selected two topics for supreme supervision and two topics assigned to the National Assembly Standing Committee for supervision.

Implementing the National Assembly's Supervision Program, the National Assembly Standing Committee, the Government and the Prime Minister have directed relevant ministries, departments and branches to fully and promptly prepare the report content according to the outline requested by the Supervision Delegations, as well as necessary related information and documents; directed agencies to fully and seriously implement the recommendations after the supervision. The Government's implementation reports were recorded by the supervision delegation, basically meeting the requirements.

To continue improving the quality and effectiveness of supervision activities, the Deputy Prime Minister proposed a number of contents. Accordingly, the National Assembly's supreme supervision activities have a wide scope, to achieve high efficiency, there needs to be a more concise orientation in scope, with more focus and key points, helping to improve the effectiveness of the National Assembly's supervision activities.

The Committees and specialized units of the National Assembly shall further strengthen coordination with relevant ministries and agencies in the process of developing plans and outlines for monitoring reports, as well as in the process of implementing monitoring to improve the effectiveness of the monitoring program.

The Deputy Prime Minister said that in the coming time, the Government and the Prime Minister will continue to direct ministries, branches and localities to seriously and responsibly implement plans, programs and resolutions of the National Assembly and the National Assembly Standing Committee on thematic supervision in 2024; at the same time, overcome limitations to make supervision increasingly better.

The Government hopes to continue receiving the attention, companionship and support of the National Assembly and the National Assembly Standing Committee to strive to fulfill the highest goals and tasks of the 2024 plan and the following years.

Strengthening coordination in monitoring work

At the Conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung said that the coordination task of the Vietnam Fatherland Front in the supervisory activities of the National Assembly and the National Assembly Standing Committee is a regular task. This is also one of the basic forms of supervision of the Front as prescribed by law.

Mr. Nguyen Huu Dung also proposed a number of solutions to continue effectively implementing the monitoring program in the last months of 2023 and deploying the monitoring program in 2024.

Accordingly, every year, the Vietnam Fatherland Front takes the initiative in coordinating and proposing the content of the National Assembly and the National Assembly Standing Committee's supervisory program; continues to proactively coordinate closely and actively participate in the supervisory activities of the National Assembly and the National Assembly Standing Committee; and contributes opinions to the supervisory reports and Resolutions after the supervision of the topics.

Along with that, it is necessary to innovate methods and ways of participating in supervision with the National Assembly; to participate in giving opinions and drafting supervision plans; to send representatives to participate in supervision activities according to the annual supervision program of the National Assembly and the National Assembly Standing Committee; and to participate in giving opinions in completing supervision reports submitted to the National Assembly and the National Assembly Standing Committee.

Mr. Nguyen Huu Dung also emphasized the importance of strengthening regular coordination in building a report summarizing voters' and people's opinions and recommendations to send to National Assembly sessions; supervising and urging agencies and organizations to promptly resolve voters' and people's recommendations...

Contributing his comments at the Conference, Deputy Minister of Home Affairs Trieu Van Cuong mentioned promoting and inheriting the results of specialized inspections and examinations by competent authorities on supervised issues to minimize time and resources in the process of performing monitoring tasks.

Along with that, it is necessary to strengthen the coordination of the Vietnam Fatherland Front Committee, socio-political organizations and National Assembly delegations to achieve high results in the process of performing the supervision task; improve the effectiveness of communication work before, during and after the conclusion of thematic supervision to promptly inform voters and people about hot, urgent issues that cause public outrage.

At the Conference, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan expressed his high agreement with the contents of the implementation of the 2024 Supervision Program of the National Assembly and the National Assembly Standing Committee; at the same time, he emphasized that the organization of this Conference has important and practical significance.

Innovation in leadership and direction of the National Assembly Standing Committee has contributed to creating synchronization, unity and standardization in the activities of elected bodies from the National Assembly, the National Assembly Standing Committee, National Assembly agencies and People's Councils at all levels.

Regarding the supervisory activities of the National Assembly, the National Assembly Standing Committee, and the National Assembly agencies in the city, the Standing Committee of the City People's Council always coordinates closely, participates actively and responsibly; consults the content of the program and supervisory plan to integrate, coordinate more closely, proactively, sooner and effectively.

The Standing Committee of the Hanoi People's Council has also coordinated with the city's National Assembly Delegation to actively participate in and effectively implement the supervision programs of the National Assembly and the National Assembly Standing Committee.

From the spread of drastic and effective ways of the National Assembly, the National Assembly Standing Committee and the Hanoi People's Council have also innovated, learned and implemented many good ways, promoted and promoted the effectiveness of supervision activities. The new point is the proactive coordination in supervision activities between the People's Council and the National Assembly Delegation associated with the implementation of the National Assembly's Supervisory Program.

Mr. Nguyen Ngoc Tuan proposed to soon summarize and consider amending and promulgating the new Law on Supervision Activities of the National Assembly and People's Councils; continue to strengthen supervision activities in a number of areas such as: planning, land management; policies to encourage investment attraction; social security policies; handling voters' petitions, complaints and denunciations of citizens and the implementation of supervision conclusions.

The Office of the National Assembly and the Delegation Affairs Committee promote the application of information technology in the operations of the system of elected bodies from the National Assembly to People's Councils at all levels; including building a common database, using software to monitor, urge, and supervise the implementation results of recommendations, conclusions after supervision, the work of resolving voters' recommendations, the work of resolving citizens' complaints and denunciations.../.
