On behalf of the Central Committee of the Cambodian People's Party, I express my joy and congratulate Comrade To Lam on being elected General Secretary of the Central Committee of the Communist Party of Vietnam at the 13th Central Committee Conference of the Communist Party of Vietnam held on August 3, 2024.

The election of Comrade To Lam as General Secretary of the Central Committee of the Communist Party of Vietnam demonstrates the trust of the Communist Party of Vietnam and all Vietnamese people in his capacity and wise leadership.
