Owner of Rose Shelter arrested

Ms. Giap Thi Song Huong, owner of the Rose Orphanage, was accused of abusing many orphans during her long time caring for them.

On January 3, Ms. Huong, 51 years old, was temporarily detained by Ho Chi Minh City Police for torturing others.

As an accomplice, sheTrang My Nhanh, 72 years old, was prosecuted but released on bail.

This move was made by the investigation agency in the process of expanding the violations at Hoa Hong Shelter. The investigation agency determined that, while taking care of the children, Ms. Huong and Nhanh had committed acts of "threatening, cruelly treating, and beating all 30 children in room 102 and repeating them many times".

Previously, in September 2024, two nannies Nguyen Thi Ngoc Cam, 46 years old, and Diep Ngoc Tuyen, 47 years old, were temporarily detained for torturing others.

The investigation results showed that the nannies at the Rose Shelter took care of many newborns up to several months old. However, every night, the babies were beaten, had their arms and legs lifted, thrown, had their heads and mouths squeezed, slapped, and punched repeatedly by Ms. Cam and some nannies; some babies were beaten until their mouths bled...

In their statement to the investigation agency, these women admitted that while taking care of the children, they had beaten them many times to "scare them and make them not cause trouble."

Hoa Hong Shelter was granted an operating license by the Department of Labor, War Invalids and Social Affairs of District 12, and is taking care of 39 children. However, at the time of inspection by the authorities, there were 86 children, including 15 children under one year old; 37 children aged 1-3 years old; 31 children attending preschool outside; and 3 children in the hospital.

All children have been taken to public facilities for care, including: Tam Binh Children's Protection Center, Thu Duc Youth Village, and Go Vap Children's Care and Protection Center.

The Rose Shelter is advertised in the media as a place that "takes care of pregnant women, the elderly in difficult circumstances, students with unwanted pregnancies...". On Facebook and YouTube, there are many videos introducing this facility and calling for charity.

The investigation agency is clarifying many signs showing that items such as milk, diapers... for babies were taken out by employees here to be resold.
