Ministry of Finance calculates and proposes salary reform roadmap

The Ministry of Finance is building the State Budget framework for 2024 and a 3-year budget plan (2024 - 2026), on which it will propose a roadmap for implementing salary reform.

On September 18, continuing the 26th session of the National Assembly Standing Committee (NASC), authorized by the Prime Minister, Minister of Finance Ho Duc Phoc presented a report on the implementation of Resolution No. 74/2022 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste.

The National Assembly Standing Committee held its 26th session on September 18.

In the report, Minister Ho Duc Phoc said that by the end of 2021, the unused salary reform fund from the central budget was about 54,517 billion VND. Of which, the amount in ministries and branches was nearly 82 billion VND. Localities also had surplus money for salary reform of 208,457 billion VND.

The Government's report stated that by the end of 2021, the budget had a surplus of nearly VND 263,000 billion for salary reform but had not yet been implemented. Regarding the surplus amount by the end of 2022, this figure is being reported by ministries, branches and localities, the Ministry of Finance will synthesize it to report to competent authorities.

According to the Government, the management and use of salary reform resources are currently regulated in Resolution 27 of the Central Committee on salary reform, Resolution 23 of the National Assembly on the national financial plan and borrowing and repayment of public debt for the 5 years 2021-2025.

In Resolution 27, the Central Committee requested the Government to study and allocate resources for comprehensive wage policy reform, including wage scales, payrolls, coefficients and allowances. This is to ensure that wages are truly a lever to increase labor productivity and efficiency.

Also related to wage policy, the Resolution of the 5th session in June 2023, the National Assembly requested the Government to focus resources on implementing wage reform, reporting on the roadmap for wage policy reform at the 6th session, which will take place in October 2023.

The Minister of Finance added that the agency is building the 2024 state budget framework and the 3-year budget plan (2024 - 2026). On that basis, it will plan to use this source to implement salary reform.

The Ministry of Finance will also review, compile statistics and report to the National Assembly on the full unused salary reform resources of each ministry, sector and locality as of December 31, 2022 and propose a mechanism for managing and using salary policy reform resources, ensuring proper purposes and effectiveness, avoiding loss and waste.

At the regular August Government meeting on September 9, Prime Minister Pham Minh Chinh also directed the Ministry of Home Affairs to urgently complete and report to the Government on the plan to submit to the Politburo, the Central Committee, and the National Assembly on the salary reform roadmap and the 5-year review of the implementation of Resolution No. 27/NQ-TW.
