Building salary tables for positions, preparing salary reform roadmap

The Government requires the development and promulgation of salary tables for positions to ensure consistency and consistency with the list of titles and leadership positions; preparation of resources and a suitable roadmap for implementing salary policies.

On July 10, Deputy Prime Minister Tran Luu Quang signed a Resolution promulgating the Government's Action Program to implement Conclusion No. 50/2023 of the Politburo on continuing to implement Resolution No. 18 of the 12th Central Committee on "A number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

One of the notable contents in this resolution is that the Government requests the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to report to competent authorities on the roadmap for reforming wage policies and the allocation of state budget funds for reforming wage policies after 2023.

Including reviewing and arranging titles and positions according to management hierarchy; developing and promulgating salary tables for positions to ensure consistency and uniformity with the list of titles, leadership positions and equivalent positions of the political system from the central to grassroots levels.

At the same time, amend the allowance for holding concurrent positions; prepare resources and have a suitable roadmap to implement salary policy.

In addition, the Government also directed the Ministry of Home Affairs to preside over and coordinate with relevant ministries, branches and localities to research and draft documents to institutionalize the Party's policy on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good, to protect cadres who dare to think, dare to do, dare to take responsibility for the common good; to overcome the mentality of avoiding and fearing responsibility of a number of cadres, civil servants and public employees.

The Ministry of Home Affairs researches, develops, and submits to the Government for promulgation a Decree on policies to attract and employ talented people in state administrative agencies and public service units.

Along with that, we continue to improve the internal organization of agencies, organizations and units in a streamlined direction; review, supplement and perfect the functions, tasks, powers and working relationships of agencies, organizations and units.

Ministries, ministerial-level agencies, and government agencies must urgently develop and complete the draft Decision regulating the functions, tasks, powers, and organizational structure of the General Department and equivalent organizations, and submit it to the Prime Minister for consideration and decision, ensuring progress requirements.

Another notable content is that the Government assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to continue researching, perfecting and implementing the multi-sectoral, multi-field management model of the Ministry, associated with the principle that only one agency is assigned to take primary responsibility for a task, while other relevant agencies are responsible for coordination, ensuring no overlap, duplication or omission of the Government's state management tasks.

Localities continue to review, perfect the functions, tasks, powers and consolidate the organizational structure of specialized agencies under the People's Committees at provincial and district levels, ensuring streamlining, effective and efficient operations, meeting the criteria for establishing organizations according to Government regulations.

The Government also pays attention to completing the list of job positions along with the competency framework and job position descriptions of the political system as a basis for determining the staffing of each agency, organization and unit in accordance with its functions, tasks and practices, associated with substantive assessment and accurate classification of civil servants and public employees.
