The People's Committees of provinces and centrally run cities shall, based on the practical situation, capabilities and conditions of the locality, decide on organizing fireworks displays to welcome the New Year to create a joyful and exciting atmosphere among the people, ensuring safety, saving, and not using the state budget in accordance with the provisions of Decree No. 137/2020/ND-CP of the Government on the management and use of fireworks.

Continue to strictly implement the management and organization of festivals according to regulations, ensuring that festival activities, spring celebrations, traditional anniversaries, year-end summaries, meetings, conferences, tree planting festivals, etc. are practical, safe, economical, not wasteful, and in accordance with the cultural traditions of the nation and the customs and practices of each locality.
