The Ministry of Construction said that the type of individual housing, multi-storey design, many apartments (commonly known as mini apartments) has a legal corridor from granting construction permits, ensuring fire prevention and fighting safety, construction, quality management and handling of violations.
However, recently, there have been cases of households and individuals taking advantage of the lax management of authorities, not complying with regulations on construction and fire prevention when building mini apartments. For example, construction without planning, without permits, not ensuring fire prevention standards, arbitrarily adding floors, arranging houses into many apartments for rent and sale.
The consequences are increased population density, overloading of technical, social and traffic infrastructure systems, failure to ensure environmental sanitation, disruption of planning, and disputes due to failure to issue certificates of ownership. In particular, the recent fire in Khuong Ha Street is evidence of violations of fire prevention and fighting regulations, causing serious damage to people and property.
The Ministry requested the People's Committees of provinces and cities to review all mini apartment buildings and detect violations of construction order and fire prevention and fighting. In addition, the Ministry requested solutions to separate parking areas from residential areas, have separate escape routes, invest in appropriate fire prevention and fighting equipment, and arrange for healthy and experienced people to manage and operate the building.
For newly built mini apartments, localities must strictly control the issuance of construction permits, compliance with planning, fire prevention and fighting, quality management and construction order. The Ministry also proposed to strictly handle violations by related organizations and individuals.
Mini apartments are individual houses designed with two or more apartments in a closed style (with living room, kitchen, toilet, bathroom). The floor area of each apartment is from 30 m2 or more. In Hanoi, mini apartment buildings are usually from 5 to 10 floors, located in areas with high population density, workers, students, in Thanh Xuan, Cau Giay, Hoang Mai, Bac Tu Liem, Nam Tu Liem districts.
Since 2018, the Hanoi Department of Construction has sent a document requesting districts to count the number of mini-apartments under their management, but to date the city has not announced the number of these apartments.
