By February 17, the Hai Duong City Party Committee's Organizing Committee had received applications for early retirement from five officials, including leaders of the City Party Committee's Propaganda Department, Mass Mobilization Department, and the Departments of Education and Training; Culture; Labor, War Invalids and Social Affairs, including two City Party Committee members.
Officials voluntarily apply for early retirement to contribute to facilitating personnel work when arranging and streamlining the apparatus.
