Director of the Department of Natural Resources and Environment Duong Van Xuyen said the department has arranged competent staff at the district-level Land Registration Office branches to speed up the process of issuing 'red books'.

On the afternoon of December 10, comrade Duong Van Xuyen, Provincial Party Committee member, Director of the Department of Natural Resources and Environment answered questions at the 28th session of the 17th Hai Duong Provincial People's Council.

Delegate Dinh Van Truy, Chairman of the Provincial Veterans Association, questioned and requested the Director of the Department of Natural Resources and Environment to report the implementation results and clarify the difficulties and obstacles in the issuance, renewal and re-issuance of land use right certificates and in the current transfer, inheritance and donation of land use rights.

Answering this question, Director of the Department of Natural Resources and Environment Duong Van Xuyen said the delay in granting land use right certificates to people in the province was due to many difficulties.

Recently, the Department of Natural Resources and Environment has coordinated with localities to speed up the issuance of first-time land use right certificates according to new regulations, which has partly overcome the delay in issuing land use right certificates.

However, to ensure the requirements of "correct, sufficient, clean, and alive" according to Project 06, it takes many processes, time, and many units must coordinate to implement. During the measurement process, the land plot information has many changes.

The Department of Natural Resources and Environment is actively implementing solutions such as bidding and building a land database to overcome the delay in granting land use right certificates. Focusing on human resources, time, and organization, speeding up progress.

The Department will also direct specialized agencies to strengthen inspection and examination along with decentralization to branches, ensuring measurement activities and granting of land use right certificates.

Participating in the questioning, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Director of the Department of Natural Resources and Environment to clarify the progress of resolving backlog cases in granting land use right certificates to people in the coming time.

The Director of the Department of Natural Resources and Environment said that he will strive to reduce the number of backlog cases by half by the end of 2025.

When speaking to receive the content of the question and answer session, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said that the Provincial People's Committee will focus on leading and directing the resolution of 70% of the backlog of cases in 2025.
