Each traffic account can be used to pay for road fees, parking, registration... for many vehicles owned by the vehicle owner.
The Government has just issued Decree 119 guiding Article 43 of the Road Law on electronic payment for road traffic, which stipulates payment of fees, prices, and service charges by vehicle owners through traffic accounts.
Accordingly, the vehicle must be equipped with a terminal card to open an account. This card is an electronic device mounted on the vehicle to communicate information with the non-stop electronic toll collection system and store information related to technical safety inspection and environmental protection of road motor vehicles. The card is attached and activated by the road use payment service provider. The vehicle owner must pay the card attachment fee to the provider.
Each account can pay for multiple vehicles, but each vehicle can only receive payment from one account and be connected to one payment method. The vehicle owner must ensure that there is enough money in the payment method; payment can be made for multiple sectors and connected to the payment method on demand, not having to pay through the e-wallet of the toll service provider as is currently the case.
This document aims to create a legal corridor for the development of electronic payments in transportation such as vehicle parking, airport and seaport fees, vehicle inspection, etc. Current decisions only allow electronic road toll collection on national highways and expressways.
The Decree takes effect from October 1, 2024.
