Ministry of Public Security warns of tricks to lure people to leave the country and illegally cross the border

Taking advantage of the need of citizens to go abroad to find jobs, work, reunite with their families... the illegal immigration of Vietnamese people has been complicated in recent times, negatively affecting national security, order, and social safety of the country, causing many consequences and repercussions on people's lives and the operations of many businesses.

Regarding this issue, Lieutenant General To An Xo, Spokesperson of the Ministry of Public Security, warned and advised Vietnamese citizens.

Regarding the current crime situation and methods of illegally sending people abroad, Lieutenant General To An Xo said that many organized crime rings to illegally send Vietnamese people abroad have been formed with collusion between subjects inside and outside the country, both Vietnamese and foreigners.

The areas of operation of these lines are very diverse, from China, Russia, Korea, Japan, some Southeast Asian countries such as Laos, Cambodia, Malaysia, Myanmar, many European countries, America, Canada... The exit route is by road, sea and air.

One of the main methods and tricks to illegally migrate and exit the country for Vietnamese citizens is to search for and lure victims to countries near the border with Vietnam (for example, exiting to Cambodia, Laos, Thailand, Myanmar...) to do light work with high salaries, and organize for victims to exit the country without having to prove financial resources, qualifications, and with quick procedures.

After Vietnamese citizens are sent abroad, they will be arranged to eat, stay, live and work in isolated areas, closely monitored and supervised, cut off from family and relatives, have their passports confiscated, forced to sign labor contracts and forced to work, and if they want to quit, they will have to pay a large sum of money in compensation.

In addition, these subjects take advantage of visa exemption policies in some countries, or through tourism, trade, and study to "gather" people who leave the country legally, then organize them to stay illegally or leave the country illegally to a third country.

During the process of communication and negotiation, the subjects often use junk SIM cards, anonymous social network accounts, direct money transfers and receipts, without receipts or minutes, or through bank accounts under other people's names, through intermediary money transfer services...

Brokers and organizations that illegally send people abroad often focus on luring and enticing people of working age, unemployed people, people with relatives working abroad, and people looking for jobs abroad...

On the people's side, besides many cases of being scammed and lured into becoming victims, there are also many cases of people actively connecting with subjects in criminal rings to illegally leave the country, then becoming victims and suffering serious consequences.

In 2023, the Southern local police received from Cambodia more than 600 people working in casinos who were rescued and returned to Vietnam; in May 2023, the Philippines rescued 437 Vietnamese people who were forced to work in casinos in this country.

In December 2023, thousands of citizens trapped in the war in Myanmar were rescued and protected by our Party and State to return home, many of whom were illegal immigrants or victims of illegal human trafficking rings.

According to Lieutenant General To An Xo, the formation of illegal immigration lines and Vietnamese citizens seeking to illegally enter and reside in other countries has negatively impacted national security and social order and safety, causing many consequences such as negatively affecting the Vietnamese tourism brand, Vietnamese citizens encountering many difficulties in applying for visas (not just for tourism), many countries will consider putting Vietnam on the visa exemption list. At the same time, it affects the normal operations of travel agencies with healthy tourism activities; directly affects the lives and safety of citizens (being monitored, coerced, becoming victims of human trafficking...).

The spokesperson of the Ministry of Public Security recommends that people need to carefully study, raise awareness, strictly comply with the provisions of the law on entry and exit; be vigilant, grasp and identify the methods and tricks of the subjects and networks that organize others to exit, migrate illegally, buy and sell human beings and the consequences and implications of exiting, staying abroad to reside illegally, and work illegally, and not let bad subjects entice and entice them.

When there is a need to exit the country, people need to contact competent authorities, reputable travel and labor export companies with international travel licenses, sending workers to work abroad for advice and guidance on procedures; do not listen to and follow brokers and organizations to exit the country legally.

For victims, it is necessary to eliminate feelings of inferiority, fear of revenge, and fear of affecting their honor, so they do not report, making it difficult for authorities to verify and resolve related cases.

"Do not assist or participate in activities of brokerage, organization, guidance, assistance, or incitement of others to illegally enter or exit the country; promptly notify and denounce subjects who organize activities of illegally sending people abroad to the authorities for prevention, suppression, investigation, and handling," the Spokesperson of the Ministry of Public Security advised.

The police force continues to coordinate with domestic and foreign authorities to strengthen the work of grasping the situation, detecting, investigating, clarifying, and strictly handling illegal exit and organization of exit, in order to maintain security and order, and ensure the rights and legitimate interests of Vietnamese citizens, organizations, and businesses.
