From the outside, this villa has 3 basically completed facades with a structure of 4 floors and 2 attics. The further back you go, the more you can see the massiveness and grandeur of the building. The area of the house and garden is located on 7 plots of land in the residential area of Hiep Son industrial cluster, the total area of 7 plots of land is more than 625 m2. The house construction is located on the 5 plots of land with the largest area.
This land and construction belongs to Mr. Nguyen Van Luyen, a native of Phu Thu ward (Kinh Mon). During his prosperous period, Mr. Luyen bought 7 plots of land in the residential area of Hiep Son industrial cluster with 7 separate "red books". In 2014, the house construction began.
However, after a period of construction, Mr. Luyen was administratively fined for illegal construction, violating planning and had his construction suspended. According to the planning of the residential area of Hiep Son industrial cluster, these 7 plots of land are separate. Therefore, Mr. Luyen is not allowed to combine plots and build a house on many plots of land. The solution is to propose a local adjustment of the planning of the residential area of Hiep Son industrial cluster, merge Mr. Luyen's plots of land, combine 7 "red books" into 1 "red book" then Mr. Luyen can continue to complete the project. The investor of the residential area of Hiep Son industrial cluster must submit a request to the People's Committee of Kinh Mon town to request the province's policy and proceed with local adjustments to the planning of the residential area.
In 2018, after several years of abandonment due to construction suspension, Mr. Luyen began to complete the necessary procedures to apply for a construction permit. It was thought that the abandoned castle at that time would be "liberated", but then it fell silent and continued to be forgotten, and the planning has not been changed.
Currently, Mr. Luyen's whole family has gone to work and live elsewhere and is no longer in the area. The abandoned construction site there has significantly affected the urban landscape.
Speaking to Hai Duong Newspaper reporters, Mr. Luyen’s wife said that the family really wants to complete the project. Due to lack of understanding of legal regulations and lack of guidance from the investor during construction, violations occurred.
The investor of this residential project, Thai Ha Transport Trading Joint Stock Company, recently affirmed that it will actively coordinate with the homeowner to carry out procedures to request adjustments to the residential area planning in the near future.
The leader of the Kinh Mon Town Urban Management Department said that he has not yet received a document requesting planning adjustments from the investor to resolve violations and remove obstacles in this project worth tens of billions of dong.
The Hiep Son Industrial Cluster Residential Area Project in Hiep Son Ward (Kinh Mon) is invested by Thai Ha Transport Trading Joint Stock Company. The occupancy rate of the residential area is about 75%. Currently, this residential area has not been fully accepted and has not been invested in a separate wastewater collection and treatment system according to regulations. Therefore, the Hiep Son Industrial Cluster Residential Area has not been handed over to local management.
