Ms. Nguyen Thi Bich Hanh in Zone 4 needed to have her original documents certified. After being instructed by a judicial officer of Ninh Giang town over the phone, Ms. Hanh did the procedure herself and submitted her documents online. Before receiving the results, Ms. Hanh continued to pay the fee online through the National Public Service Portal. "The entire process of submitting, processing, receiving results, and processing my documents was done online. The application of information technology in processing administrative documents helps me avoid having to travel, saving a lot of time. When the documents have results, I also receive notifications via text messages," Ms. Hanh shared.

In recent times, along with prioritizing resources for investment in technology infrastructure, Ninh Giang town also requires officials and civil servants to regularly study and improve their knowledge of technology to keep up with the digital transformation process. The town has established 4 community digital technology teams with 23 members in residential areas; directly supporting and guiding people in using smart technology applications, public administrative services, cashless payments, etc.

Ninh Giang Town also established a Zalo Technology Group of the Town People's Committee Office to be proactive in directing, operating, informing and unifying in implementation. All urgent directive documents are sent via email or text messages via Zalo groups so that town officials, civil servants as well as part-time staff can promptly grasp and implement them. Up to now, all leaders, officials and civil servants of the town use the document management and operation system through shared applications. All officials and civil servants have official mailboxes to process documents and directives on the system and sign them digitally. In 2023, Ninh Giang Town also invested in a camera surveillance system at the "one-stop" department, built and operated an online meeting room with the district.

Thanks to the above solutions, in 2023, many component indicators of Ninh Giang town were always at the top of the district, such as the rate of digitalization of records ranked 1/20; the rate of online record processing ranked 4/20; the result of online fee and charge payment ranked 2/20... From 2023 to now, the whole town has no overdue records. The satisfaction level of people and businesses with administrative reform reached 100%.

Leaders lead by example

In 2023, Mr. Do Van Luan, Chairman of Ninh Giang Town People's Committee, was the only commune-level government leader in Ninh Giang district to successfully complete the task of implementing administrative reform. Mr. Luan was also the first prize winner of the 2023 Administrative Reform Competition of Ninh Giang district.

Thanks to a clear understanding of the administrative procedures and processes as well as the difficulties and obstacles in handling online application documents, in early 2023, the Chairman of the Ninh Giang Town People's Committee had an innovative experience "Applying information technology to post, look up information on administrative procedures, register, log in to online public services through the Electronic Information Page and QR code". The applied initiative has made it easier for people to look up administrative procedures and submit online applications through scanning QR codes. This initiative has also been applied and replicated by Ninh Giang district at the "one-stop" departments of localities.

The exemplary role of the town government leader has spread to other officials and civil servants. In 2023, Ninh Giang town also had 3 administrative reform initiatives by other officials and civil servants. The whole town had 138 entries to the district-level administrative reform contest, ranking first in the district in terms of the number of entries.

In addition, every year, Ninh Giang town also assigns specific tasks and targets to each unit and individual in charge of each area and field, linking the responsibility of each individual with the assigned tasks. Areas with many administrative procedures related to people such as land, labor, war invalids, social affairs, civil status - justice, etc. are all directed by the town People's Committee to relevant departments to develop procedures and documents for full, correct, public and transparent settlement. Every week, the Chairman of the town People's Committee organizes meetings with the officers and civil servants of the "one-stop" department. During the week, the town People's Committee organizes surprise and periodic inspections of administrative reform work for each specialized department; organizes assessments and reviews to clarify the results of the implementation of assigned tasks for each officer and civil servant.

Comrade Nguyen Thanh Van, Vice Chairman of Ninh Giang District People's Committee, assessed that Ninh Giang town has always been leading the district in administrative reform index for two consecutive years, which accurately reflects the local reality. The above results show that units and localities with responsible and highly determined leaders will achieve good results in their work.
