VnExpress Newspaper belongs to the Ministry of Science and Technology, VietNamNet Newspaper will belong to the Ministry of Ethnic Minorities and Religions.

The Government has just issued Decree 55/2025/ND-CP dated March 2, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology.

Accordingly, the merged Ministry of Science and Technology has 25 units, including 22 administrative organizations assisting the Minister in performing state management functions, including the Postal Department; the Technology Assessment and Appraisal Department; the Science, Technology and Technology Department; the Social Sciences, Humanities and Natural Sciences Department; the Digital Economy and Society Department; the Planning and Finance Department; the International Cooperation Department; the Legal Department; the Personnel Organization Department; the Ministry Office; the Ministry Inspectorate; the Radiation and Nuclear Safety Department; the Central Post Office Department; the Information Technology Industry Department; the National Digital Transformation Department; the Innovation Department; the Startup and Technology Enterprise Department; the Intellectual Property Department; the Radio Frequency Department; the Information and Statistics Department; the Telecommunications Department; the National Committee for Standards, Metrology and Quality.

The three public service units serving the state management function of the ministry are the Information Technology Center; the Academy of Science and Technology Strategy and VnExpress Newspaper.

The newly established Ministry of Science and Technology was established on the basis of merging the Ministry of Science and Technology with the Ministry of Information and Communications, basically inheriting the functions and tasks of the two ministries. The functions, tasks, and organizational structure of the press and publishing management of the Ministry of Information and Communications were transferred to the Ministry of Culture, Sports and Tourism.

The Minister of Science and Technology prescribes the functions, tasks, powers and organizational structure of units under the ministry according to his/her authority.

The Academy of Science, Technology and Innovation, the Vietnam Science and Technology Journal (as stipulated in Decree No. 28/2023/ND-CP dated June 2, 2023 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Science and Technology), the Institute of Information and Communications Strategy, the School of Training and Fostering Information and Communications Management Staff, and the Information and Communications Journal (as stipulated in Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications) shall continue to operate until the Prime Minister issues a decision stipulating the functions, tasks, powers and organizational structure of the Academy of Science and Technology Strategy. The implementation period shall not exceed 3 months from the effective date of this Decree.

The Department of Information Security (as prescribed in Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications) shall continue to operate to handle issues related to finance, state budget, public assets, programs, projects; personnel and other outstanding issues (if any) for a period not exceeding 3 months from the effective date of this Decree.

VietNamNet Newspaper (as stipulated in Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications) continues to operate until the competent authority approves the transfer of VietNamNet Newspaper to the Ministry of Ethnic Minorities and Religions. The Minister of Science and Technology is responsible for reporting to the competent authority for consideration and approval in March 2025.

Decree 55/2025/ND-CP takes effect from March 1, 2025.
